This provision is inadequate
The provider does not ensure that doors to the setting are secure, which means children are not protected from uninvited visitors or kept safe. Children can access the kitchen when food is cooking and staff have failed to identify risks to children. Staff are not recruited safely and their identity is not always checked or recorded. Safeguarding policies are not up to date and do not contain all relevant information, therefore, appropriate steps are not followed by staff. Staff do not obtain parental permission to administer medication to children. Staff's training needs are not identified and they are not supported by the provider to develop their practice. Staff do not have a secure knowledge of the signs and symptoms of abuse and do not know what to do if they are concerned about a child. There is no written mobile phone and camera policy in place. Children's challenging behaviour is not dealt with appropriately by staff, leading to

Inspection activities
The inspector observed the quality of practice during activities indoors and assessed the impact this has on children's learning. The inspector had a tour of the premises. The inspector spoke with staff and children during the inspection. The inspector held a meeting with the setting manager. She looked at relevant documentation and evidence of the suitability of staff working in the setting. The inspector spoke to a number of parents during the inspection and took account of their views.
p.3
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. The management team has a poor understanding of how to safeguard children. They do not ensure that the premises are secure and staff are not vigilant in observing who is entering the premises. At times, parents enter the premises and spend several minutes in the setting before staff realise they have arrived. Staff have risk assessed the premises and the kitchen. However, they do not identify all risks posed to children as children access the kitchen while cookers are in operation and sharp knives are kept at a height children can reach. Children's safety is also compromised because the provider has little regard for the requirements to recruit staff appropriately. The provider does not use a robust system to recruit staff and check their suitability. In addition, the provider is unable to evidence that she has checked the validity of staff's Disclosure and Barring Service checks as the information required has not

been recorded. Furthermore, staff are not effectively trained to understand how to safeguard children. Some staff are not aware of the signs and symptoms of abuse or where to refer their concerns. The safeguarding policy is not up to date, and does not contain information on the safe use of mobile phones and cameras. Staff are suitably qualified, however, they are not supported adequately by the provider. Their training needs are not identified and staff do not have regular meetings to discuss their role or how they can improve their practice. The manager has identified some aspects of provision that require improvement but the management shows a poor capacity to continually improve.
p.4
Quality of teaching, learning and assessment requires improvement
Staff sit with children to engage them in activities. They ensure there is a range of games and resources for children to select and play with. When children return from school, many of them are not ready to settle down and play. Some children are boisterous and do not listen to staff instructions. This has a negative impact on the enjoyment of other children. Staff sit with children and support them with creative tasks. Children make glasses to wear using coloured film and paper. Other children build models with small bricks and concentrate for prolonged periods of time developing their own ideas. Some children use group time to discuss their day at school. However, there is a significant lack of communication with several schools that children attend. This means staff are not aware of what children are learning in school and therefore cannot complement their learning effectively.
p.4
Personal development, behaviour and welfare are inadequate
Children's well-being is critically compromised. Several children disregard staff instructions which creates an environment of chaos, resulting in staff resorting to shouting at children. Staff do not manage children's behaviour effectively and at times children are threatened with staff calling the manager to deal with challenging behaviour. This impacts negatively on children's emotional well-being and does not teach children how to behave appropriately. In addition, staff do not follow procedures for administering medication. Written parental permission is not always obtained before medicine is given to children and staff do not follow the setting's medication policy. Partnerships with parents are positive. Parents comment that staff are very approachable and that children are happy to attend the setting.
