This provision is inadequate
The childminder is in breach of requirements for the Early Years Register and the Childcare Register. She has failed to notify Ofsted of adults who have moved into her home, and has not ensured that they have completed the required suitability checks. This puts children's safety and welfare at risk. The quality of teaching is inconsistent. The childminder does not use the information gained from assessments of children's learning effectively to help her plan consistently challenging activities that build on what children know and can do. Children do not make good progress in their learning. Partnerships with other settings children attend are not fully effective. The childminder does not share sufficient information about children's learning to provide a consistent approach to supporting their learning. The childminder fails to evaluate the effectiveness of her provision to identify breaches

of requirements and areas of her practice that need to be improved.
p.1
It has the following strengths
The childminder builds appropriate relationships with children. For example, she is attentive to their needs and they go to her for comfort and support. Children receive support to develop their communication and language skills. For instance, the childminder appropriately interacts and talks to babies as they babble.

Inspection activities
The inspector observed the quality of teaching and assessed the impact on children's learning. The inspector jointly observed an activity with the childminder and discussed children's learning. The inspector spoke to children and the childminder at appropriate times during the inspection. The inspector reviewed the childminder's policies and procedures, and her training certificates.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder has failed to ensure children's welfare is safeguarded. She has not informed Ofsted of a new adult living in her home, and has failed to ensure that the individual applies for a Disclosure and Barring Service check. She was previously told of the procedures she needed to follow in the event of changes to household members, but she has disregarded this advice. Children are not adequately protected from adults whose suitability has not been checked. This compromises children's well-being. The childminder takes some steps to improve the quality of her teaching, such as networking with other childminders to gain ideas for activities.
p.3
Quality of teaching, learning and assessment requires improvement
The childminder plans activities for children based on their interests, but she does not make sure that all aspects of their learning are given sufficient attention. For example, the childminder has not considered ways for children to learn to value diversity. She does not use her assessments of children's learning effectively to plan future activities. Children are not effectively challenged in their learning and development to help them to make good progress. The childminder has established appropriate relationships with parents. For instance, they have ongoing discussions about children's needs. However, the childminder does not share or receive information about children's achievements and next steps in learning from other settings they attend. Therefore, she cannot be sure that her provision complements the experiences children have elsewhere. Children receive appropriate support to develop their physical skills, for example, at the local park.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in safeguarding practice mean that children's welfare is not assured. Overall, the childminder identifies and minimises possible hazards in the physical environment. For example, she checks the toys and resources to ensure that they are safe for children to use. However, she has not considered the possible risks to children from unvetted adults living in her home. The childminder knows how to manage children's behaviour. For example, she talks to children about the rules of her home. The childminder helps children to celebrate their achievements, for instance, by praising them and clapping.
p.3
Outcomes for children require improvement
Children make some progress in their learning and development. However, they receive inconsistent support and do not consistently engage in purposeful play and activities that challenge their learning and development fully. However, overall, children enjoy suitable activities that help them develop some skills ready for school. For example, older children develop their early writing skills, and they begin to write their names and talk about letters they recognise. Younger children explore technology, such as using electronic toys.
