This provision is inadequate
Safeguarding arrangements are not robust. Leaders and staff are not following effective safeguarding procedures. Leaders' monitoring of the setting has not identified several breaches of the safeguarding and welfare requirements. These include failing to record and report concerns about children’s welfare to child protection agencies in a timely manner. Risk assessments are not rigorous. Staff fail to identify potential areas of risk in the outdoor area. The quality of teaching requires improvement. Some staff do not use what they know about the children’s learning and development well enough to ensure children make the best possible progress.
p.1
It has the following strengths
Staff are warm, kind and nurturing and have good relationships with the children in their care. Children confidently approach staff when they need something and staff respond positively. Staff build positive relationships with families from the outset. Information is readily shared with parents who are kept well informed about activities the children take part in. There is regular two-way communication regarding the children's interests. Children's emotional development is strongly supported as the pre-school offers monthly art therapy to children and their parents who may be experiencing difficulties.

Inspection activities
The inspection was carried out following concerns regarding safeguarding information not being shared with relevant agencies in a timely manner. The inspector spoke to a number of parents and took account of their views. The inspector conducted a joint observation with the pre-school manager. The inspector held discussions with the provider and manager about the leadership and management of the pre-school. The inspector spoke to children and staff members at appropriate times throughout the inspection. The inspector observed the quality of teaching and its impact on children's learning. The inspector sampled the pre-school's documentation, including safeguarding procedures, staff records and folders of children's learning.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. Staff fail to follow an effective safeguarding policy and procedure. This has a significant impact on children's safety and well-being. Staff know how to identify when a child may be at risk, but do not take swift or effective action to protect children. For example, information is not recorded in line with statutory guidance and leaders fail to refer concerns to child protection agencies. As a result, children’s safety is compromised. The manager monitors the quality of teaching but has not identified some weaknesses in practice. Leaders provide staff with regular supervision and some areas for staff development are well supported. For example, staff are given opportunities to partake in core training, such as first aid, which is relevant to their roles. Leaders ensure the recruitment and induction programme is effective and they monitor the on-going suitability of staff members.
p.4
Quality of teaching, learning and assessment requires improvement
Staff are not using their observations and assessments effectively. Staff identify children's next steps in their learning but some do not plan suitable activities to help children achieve these. The quality of teaching is variable as there were some missed opportunities to extend children’s learning. For example, at times staff did not allow enough thinking time for children to process questions or respond to them. Furthermore, a large group activity was not appropriate for the younger children. Where teaching is better, staff use open ended questions to expand children's critical thinking and allow them to explore their own ideas. There is plenty of opportunity for children’s physical development. For example, the outdoor area is readily available to children due to the free-flow arrangements in place. Children have access to a wide range of provision and can make choices in their play. They are well occupied and engaged for the majority of the time.
p.4
Personal development, behaviour and welfare are inadequate
The breaches in the safeguarding and welfare requirements mean children's safety is compromised. The emergency evacuation route from the pre-school building is not safe and this has not been identified through the pre-school’s risk assessment. Staff and children have positive relationships with each other, which clearly make children feel comfortable and secure. The key person system is effective in supporting children’s emotional well-being. For example, staff are allocated to children with whom they have formed a secure attachment.
p.4
Outcomes for children require improvement
Children make steady progress. They are not making the best possible progress because teaching requires improvement. This means that sometimes activities are not well targeted at closing any gaps in children’s development. Children generally behave well and respond positively to staff requests. They are learning to share and take turns. Children are emotionally well prepared for school as staff attend relevant meetings, share information about children's development and where possible make themselves available on children's first day at school. Leaders and staff work in partnership with local authority services to ensure children with special educational needs are well supported. For example, staff implement various shared strategies and methods to help them catch up with their peers.
