children and young people since the most recent full inspection

This home was judged outstanding at the full inspection. At this interim inspection Ofsted judges that it has sustained effectiveness .

p.2

children and young people since the most recent full inspection

Young people continue to live in a caring home, where they receive consistent care from a highly dedicated staff team, which is making a difference to their lives. Young people have good role models in their staff, who support and encourage them to make positive life choices by taking a clear and rational approach. The manager and staff provide individualised care to ensure that young people achieve positive outcomes.

p.2

children and young people since the most recent full inspection

Young people continue to make significant progress from their starting points. Staff are proud of the achievements that they continue to make. Staff support young people to develop positive relationships with them, building up trust and self-worth. This approach has enabled young people to make significant progress in many aspects of their development, such as engaging in education, and learning independent skills in preparation for the transition to adulthood. An independent reviewing officer commented, ‘[Name] has written her own curriculum vitae and applied for jobs. [Name] is working on her independence programme and is doing very well at budgeting.’ The manager and staff promote family contact. They ensure that contact is safe and in line with young people’s individual plans. The manager identifies when contact is causing young people anxiety and distress. She takes a robust approach and advocates on behalf of the young person, communicating her concerns to the

placing authority and escalating these issues to a higher level whenever necessary, to ensure that young people are safeguarded. Since the last inspection, there has been one incident when a young person went missing from the home. Staff followed procedures, searching for the young person and liaising with safeguarding agencies, such as police and placing authority. Staff ensure that young people are welcomed back and that an independent person visits them to find out how they are and to talk about any worries they may have. In this home, physical intervention is rarely used, and is only used as a last resort to ensure that the young person and staff are safe. Staff support young people to engage in hobbies and interests that are created to dissuade them from negative influences in their lives. Staff work with other agencies, such as therapists and placing social workers, to ensure that young people are safe from harm.

The manager is highly regarded by her staff team and other agencies, such as placing social workers. She is child centred and effectively balances her role as manager with spending quality time with each young person. She is dedicated to securing positive outcomes for young people and drives them to achieve in all aspects of their development. An independent reviewing officer said, ‘[Name] has certainly responded well to the manager, who is very good with her and challenges her behaviour.’ One shortfall noted at this inspection relates to the delay in sending HMCI notification of an incident within required timescales. This incident involved a young person making an allegation against a member of staff. The manager followed procedures, informing relevant professionals such as the home’s area safeguarding officer. This allegation was found to be unsubstantiated. This shortfall has not had an impact on the young people. The manager is keen to ensure that future

notifications are sent to the relevant agencies within required timescales.

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people living in the children's home. Inspectors considered the quality of work and the difference that adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children's home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
