This provision is inadequate
Children's welfare is significantly compromised. The provider has an extremely poor knowledge of the requirements for the early years foundation stage. The systems in place to ensure staff are suitable are weak and the provider does not keep records of the vetting processes carried out on staff. Children are not kept safe because the provider has failed to notify Ofsted of significant events. The provider does not make sure records are easily accessible and available for inspection. The provider does not ensure the manager and staff have the skills and knowledge to meet children's individual needs. The provider does not provide effective supervision, coaching and training for staff. Teaching is poor. Staff do not adequately engage children or help them to learn. They do not use planning to match and tailor activities and experiences to children's individual learning needs. Opportunities for children to explore different materials are

very limited. Staff do not assess children's learning adequately to identify the progress they are making or whether they are within the expected range of development for their age. The next steps identified for children's learning are not well matched to children's abilities.
p.1
It has the following strengths
Some staff attend safeguarding training and have a sufficient knowledge of child protection. They ensure the spaces in which children play are safe.

Inspection activities
We carried out this inspection as a result of a risk assessment, following information we received about this provider. The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. The inspector spoke with staff and children during the inspection. The inspector completed a joint observation with the provider. The inspector held meetings with the provider and playgroup manager. She looked at relevant documentation and evidence of the suitability of staff working in the playgroup. The inspector took account of the views of parents provided by the manager.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The provider cannot demonstrate that she obtains or records all the required information about the vetting processes carried out to establish that staff are suitable to work with children. This includes staff qualifications, identity checks and Disclosure and Barring Service checks. The provider does not understand her responsibility to notify Ofsted of events which are likely to affect the suitability of staff. Some records were not readily available for inspection, including information about children's daily attendance and staff paediatric first-aid qualifications. Continuous improvement has not been maintained. The provider does not monitor staff's performance or make sure that staff understand their roles and responsibilities. For example, staff go unchallenged when they use language that is not appropriate and has the potential to cause offence. However, risk assessments are carried out regularly. Staff are suitably deployed so that

children are supervised and adult-to-child ratios are met. Following this inspection, the provider resigned their registration.
p.4
Quality of teaching, learning and assessment is inadequate
The quality of teaching has significant weaknesses. Despite managers and some staff being well qualified, they do not know how children learn and develop. Staff undertake some observations of children as they play. However, the information gained is not used effectively, or shared between all staff, to accurately identify and plan for children's future learning. This results in children not being adequately challenged. Staff do not effectively engage with children in their play. They constantly direct children and give them instructions. Children are not encouraged to think for themselves or to develop their own ideas. As a result, children are bored. They do not become engrossed in their play or persevere in their chosen tasks. Staff provide children with an adequate range of toys and activities. However, children have limited opportunities to explore and experiment with different resources, such as sand and water, to stimulate their imagination. Staff discuss

with parents and other agencies how to support children who have special educational needs and/or disabilities.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management and staff's poor practice compromise children's safety and emotional well-being. Staff do not act as good role models to help children learn about respect for others or their differences. They do not adequately interact with children in their play or praise children for their efforts or achievements. This means children are not helped well enough to become successful learners and their confidence and self-esteem are not promoted effectively. Nevertheless, children are developing friendly relationships with each other and their behaviour is good. They are learning to cooperate and to share. Children are learning the benefits of a healthy lifestyle. They enjoy playing outdoors in the fresh air. Overall, meals and snacks are nutritious and balanced.
p.4
Outcomes for children are inadequate
Children's learning is not supported adequately because staff's teaching practice is poor. Children are not sufficiently prepared for the next stage in their learning or for school, when the time comes. They are not helped to be confident and independent learners. However, children are learning to listen and follow instructions. They develop their early reading skills as they explore books. Children give meaning to the marks they make with pencils.
