p.1
This provision is inadequate
The childminder does not ensure that the premises are safe, hygienic and well maintained. She does not implement positive hygiene practices to promote the good health of children. This means children's safety, health and well-being are compromised. The floor space that is available for children to play in is unsuitable and unsafe due to general clutter and trailing wires. The information about children's learning that the childminder obtains from parents is not used to help her accurately assess children's starting points when they begin at her setting. Risk assessments for outings are not completed until the outing or trip is taking place. This does not alert the childminder to potential dangers to enable her to put safe strategies in place. The childminder does not gather purposeful information from parents, or from the providers of other settings children attend, about children's prior and ongoing learning.
p.1
This provision is inadequate
Therefore, the childminder is not able to accurately assess children's developmental stage when they begin at her setting and thereafter. The childminder does not effectively observe and assess children's progress. Teaching is not tailored to match children's individual learning needs. Children are not helped to be engaged and motivated to learn.

Inspection activities
The inspector viewed all areas of the home used by children. The inspector observed the quality of teaching during activities indoors, and assessed the impact this has on children's learning. The inspector completed a joint observation with the childminder. The inspector looked at a range of documentation and discussed the childminder's procedures for safeguarding children. The inspector talked to the childminder and the children throughout the inspection.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The childminder does not provide a safe environment for children to play in. For example, the space that children are provided with for play is limited and unsafe due to general clutter on the floor, loose wires that are a trip hazard and a poor level of cleanliness. Nevertheless, the childminder has attended child protection training. She can recognise possible signs and symptoms of abuse and knows the procedure to follow should she have a concern about a child. The childminder allowed her public liability insurance to expire, however, she renewed this during the inspection. She has started to use self-evaluation to identify and address weaknesses. She seeks the views of parents to support this process. However, she does not reflect on the environment or her teaching practice to help raise outcomes for children. Partnership working is not effective. Although the childminder talks to parents each day, she does not

gather information from them about their child's prior learning when they start. Additionally, she does not exchange information with the providers of other settings children attend. This prevents her from providing children with consistency in their learning and development and complementing the learning that takes place elsewhere.
p.4
Quality of teaching, learning and assessment is inadequate
The quality of teaching is poor despite the childminder holding a relevant qualification. Her assessments of children's learning are not accurate. She has not gathered sufficient information about children who are new to the setting. This prevents her from identifying the stage they have reached in the areas of learning and planning for each child to help them make progress. Information gathered through observation of children's achievements is not used effectively. She does not know what stage children have reached, where they need further challenge or where they need additional support. The childminder does not have a good understanding of children's interests or individual learning needs. Furthermore, children cannot select toys of their choice without asking for them. Therefore, children are not stimulated to learn and their learning is hampered. However, children show an interest as they copy the picture of a unicorn and colour it in.
p.4
Quality of teaching, learning and assessment is inadequate
They listen to the questions asked by the childminder about the different colours they are using and respond to her.
p.4
Personal development, behaviour and welfare are inadequate
The childminder's failure to safeguard children has a significant negative impact on their safety and welfare. Children's care and well-being are not being met due to the poor standard of cleanliness throughout the home. Further to this, children are not being taught how to follow hygiene procedures, for example, they do not wash their hands before meals. The childminder takes children on outings to the local park and walks to school for exercise, but she does not undertake effective risk assessments prior to outings and trips to ensure children's safety. The childminder encourages children to share and be polite, so children learn about appropriate behaviour. She recognises children's efforts and offers praise, building their self-esteem.
p.4
Outcomes for children are inadequate
Children make some, but not sufficient, progress in their learning and development because of the weaknesses in teaching. However, they are learning some basic skills to prepare them for school and future learning. For example, they are encouraged to take off their coats and feed themselves. Children are polite and create positive relationships with adults and their peers. Their behaviour is appropriate and they are beginning to learn how to play alongside others.
