p.1

This provision is inadequate

 The provider has not ensured that all of the committee members have submitted the required information to Ofsted. As a result, Ofsted have not been able to check their suitability for their role.  The manager has not embedded arrangements for evaluating staff's teaching skills sufficiently to help them develop their overall practice to an exceptional level.  Staff do not always focus enough on providing children with high levels of challenge during activities so that they always build as much as possible on what children can already do.

p.1

It has the following strengths

 The small, qualified staff team works well together. They join in with children as they play and demonstrate a genuine interest in their care and learning. This helps to promote children's confidence and self-esteem.  Staff place high priority on helping children gain valuable social skills. Children learn the rules of the pre-school, take turns and use good manners. Staff praise children for their efforts and achievements.  Staff help children to develop a positive awareness of similarities and differences. Children learn about a range of cultural festivals. The environment has a wealth of opportunities for them to see and learn about people and communities beyond their own.  Staff involve parents fully in celebrating their children's progress and achievements through successful information sharing.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Due Date

 ensure that information is submitted to Ofsted in a timely way to enable the suitability of all committee members to be checked. 08/03/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 focus more precisely on reviewing staff practice to raise the quality of teaching to an even higher level, in order to increase the potential for children to make more rapid progress in their learning  enhance teaching to provide children with greater levels of challenge during play so that they make more rapid progress.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning.  The inspector spoke with staff and children during the inspection.  The inspector completed a joint observation with the manager.  The inspector held a meeting with the manager and provider. She looked at relevant documentation and evidence of the suitability of staff working in the pre-school.  The inspector spoke to a number of parents during the inspection and took account of their views.

p.2

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are not effective. The provider has not notified Ofsted of changes to the committee. Committee members have failed to submit the required documentation for suitability checks. Consequently, Ofsted have not been able to establish if all persons responsible for the pre-school are safe and suitable for their role. However, there are robust checks in place to establish the suitability of staff working directly with the children. Staff have a secure understanding of what to do if they have any concerns about a child in their care. The manager uses the views of parents, staff and children to evaluate the quality of the pre-school provision and to identify where they need to make improvements. The manager allocates additional funding well. She makes sure it is used to target children's individual interests and learning needs.

p.3

Quality of teaching, learning and assessment is good

Staff help children to investigate and explore. They ask children what they need to do to make a tube higher so they can use it as a car slide. Children make suggestions and enjoy using the slide for the rest of the session. Staff promote children's language and communication skills well. All children are articulate and confident during their play with other children and staff. They become involved in purposeful conversations with visitors and answer questions with enthusiasm. Staff support children's enjoyment of books well. Children enjoy re-enacting popular stories and eagerly anticipate the next part of the sentence. This contributes to their good development of early literacy skills.

p.3

Personal development, behaviour and welfare are inadequate

Children's welfare is not assured because not all of those responsible for making decisions about the running of the club have had their suitability checked. Nevertheless, other aspects of children's welfare are effectively promoted. Staff provide an exceptionally stimulating, well resourced and friendly environment that helps staff promote children's all-round care and learning very well. Settling-in visits help children to feel emotionally secure in the pre-school when they first start. Children develop good relationships with the staff. This further contributes to their emotional security. Staff encourage children to manage their own care routines, such as toileting and handwashing. This helps to promote their understanding of good hygiene practices. Children put on their wellingtons and wet weather suits and thoroughly enjoy getting muddy in the fresh air. They create puddles and jump up and down to make big splashes.

p.3

Outcomes for children are good

Children of all ages and abilities, including those who receive funded early education, make good progress in relation to their starting points. Children who have special educational needs and/or disabilities are supported well by staff to achieve their full potential. Children of all ages show high levels of engagement as they play at a self- chosen activity for long periods of time. Pre-school children create intricate structures to house their cars. Younger children play alongside each other with small-world toys. Children ride bikes safely, enhancing their physical skills. They are acquiring key skills for their future and have a positive attitude to learning.
