Inspector Rosie Dancer

This monitoring visit . During inspections carried out by Ofsted on 8 July 2015, 24 November 2015 and 14 April 2016 it was found that there had been failures to notify to Ofsted about significant incidents. Following each inspection, requirements were made that the provider notifies Ofsted about significant incidents without delay. During an interim inspection carried out on 9 and 12 December 2016, it was found that there had been further failures to notify Ofsted of significant incidents and to provide updates when required. Consequently, the organisation was served with a compliance notice on 23 December 2016.

A monitoring visit was undertaken on 2 February 2017 to assess whether the provider had complied with the compliance notice. The requirements and recommendations made as a result of the inspection of 9 and 12 December 2016 were not assessed during this visit and will be fully evaluated at the next inspection.

It was found that the steps set out in the compliance notice had been met. All relevant matters that had been identified during the inspection, and that were included in the notice, had been fully notified to Ofsted.

During this visit, it was found that the manager had failed to carry out a review of the quality of care on a six-monthly basis. The last report made covers the period from January 2016 to May 2016. This does not demonstrate that a proactive approach is taken to the manager‟s monitoring or that there is a strong commitment to ensuring continuous improvement. A requirement is set to address this shortfall.

There is a more dynamic approach being taken to ensuring the safety of young people who go missing or who leave the home in an unauthorised way. There have been clear directives issued to staff about the actions that they need to take when young people leave the home and about their duties in relation to ensuring that young people are safe. When staff have not met these directives, the management team has followed this up with the staff member concerned to ensure that they know and understand their duties in relation to safeguarding the young people in their care.
