This provision is inadequate
The childminder has failed to make the required improvements since her last inspection. She has not used self-evaluation to identify weaknesses or professional development opportunities to improve her knowledge and teaching skills sufficiently. Teaching is weak and children do not make the progress of which they are capable. The childminder does not use her observations and assessments effectively to plan challenging activities based on children's interests and stage of development. She does not interact well with children to support and extend their play, or develop their language. The educational programme for mathematical development is particularly weak and this has not improved since the last inspection. Partnerships with parents are not strong enough. The childminder does not fully engage parents in sharing detailed information about their children's interests and achievements at home to meet their needs. She does not support parents in guiding

their children's learning and this has not improved since the last inspection. The childminder does not work effectively with other settings children attend to promote continuity in children's care and learning.
p.1
It has the following strengths
The childminder responds to children's care needs appropriately. She is calm in her manner and children are happy and secure in her care.

Inspection activities
The inspector held an interview with the childminder. The inspector observed interactions between the children and the childminder. The inspector looked at a range of documentation, including safeguarding policies, children's assessments, and educational programmes. The inspector held a joint observation with the childminder. The inspector took into account the views of parents and older children through written statements and questionnaires.
p.2
Effectiveness of the leadership and management is inadequate
The childminder has not addressed the previous actions or recommendations from the last inspection and the quality of her practice has deteriorated. She has not taken effective steps to improve the quality of teaching and the educational programmes. Partnerships with parents and other settings children attend are not robust to help consolidate children's learning. The childminder does not use the self-evaluation process effectively to identify and address breaches of requirements to improve outcomes for children. She does not make the best use of professional development to help improve her or her assistant's knowledge and teaching skills. The childminder carries out the required progress check for children aged two years to monitor their development but she does not obtain sufficient information from parents and other professionals to build on children's learning experiences. Safeguarding is effective. The childminder is alert to any child protection

concerns, helping to protect children from harm.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder does not use the information from observations and assessments effectively to monitor children's progress and plan for their individual needs. The childminder does not identify children's interests to build on what they can already do. Teaching is weak. For example, the childminder sits with children but does not provide meaningful interactions to support their learning. Children show an interest in books. However, the childminder does not share these with children to promote their communication, language and early reading skills. Children build towers with bricks, although they quickly lose interest, as the childminder does not engage them to build on their skills. She does not support children's mathematical development. For example, she does not encourage counting or teach them about shape and measurement.
p.3
Personal development, behaviour and welfare are inadequate
The significant weaknesses in the learning and development requirements mean children's personal development is not secure. Children show interest in playing games together, such as knocking down bricks or playing with dolls. However, the childminder does not encourage children to form friendships and develop their social skills. Nevertheless, children are happy and confident and they feel secure in their environment. They have some opportunities to support their physical development, such as visiting the local park and walking with older children to and from school.
p.3
Outcomes for children are inadequate
Children do not make sufficient progress from their starting points and do not develop the skills they need for future learning. Children are not motivated. They become bored because the childminder does not interact well with them to sustain their interest. For example, children show curiosity in role-play activities, but the childminder is unenthusiastic in helping them to develop their imaginations.
