This provision is inadequate
The committee has not kept Ofsted informed of changes to the nominated person. Furthermore, they have not given Ofsted the information they need to check the suitability of all committee members. The manager is unaware of her responsibilities under the Data Protection Act 1998. Staff do not share information with all parents about their children's learning in the pre- school or support them to guide their children's learning at home.
p.1
It has the following strengths
The manager accurately monitors the progress of individuals and groups of children. She uses this information to implement changes that support children's learning. For example, she has made changes to the environment to provide more opportunities for children to develop their mathematical skills. Staff adapt their teaching styles to provide different levels of support for older and younger children. They play alongside children and listen to their views and interests. Children make good progress from their starting points. Staff observe children as they play and plan activities and experiences to help them make the next steps in their learning. Staff promote children's independence well. During snack time, children pour their own drinks, butter their crackers and put their plates and cups away when they have finished.

What the setting needs to do to improve further

Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning. The inspector spoke with staff and children during the inspection. The inspector completed a joint observation with the pre-school manager. The inspector held a meeting with the pre-school manager. She looked at relevant documentation and evidence of the suitability of staff working in the pre-school. The inspector spoke to a number of parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
Arrangements for safeguarding are not effective. Ofsted has not been informed of changes to the registered body and has not been given the information needed to check the suitability of committee members. This has a negative impact on children's safety because members of the committee are responsible for overseeing the management of the pre-school and the recruitment of new staff. The manager does not have enough knowledge of legislation in place to help protect the privacy of staff and children. Not enough has been done to make sure confidentiality is always maintained when records are stored electronically. Nevertheless, staff are aware of the procedure to follow if they have any child protection concerns. The manager supports staff in their roles through supervision meetings, where professional development opportunities are discussed. Staff have attended training that helps them to develop children's literacy skills. The manager

does reflect on some aspects of practice and this has helped her to identify some areas of the provision that require improvement.
p.3
Quality of teaching, learning and assessment is good
The manager and staff provide children with an inviting range of toys and activities that helps children to settle well when they first arrive. Staff sing songs with children to help develop their communication and language skills. They talk to children about what they are drawing. Staff show children how to draw a circle and children copy this. Through this, children develop their early writing skills and their knowledge of shapes. Staff provide children with weekly baking activities. They take children to the local shops to buy ingredients. Staff help them to develop their understanding of healthy foods and an awareness of their local community. Staff talk to parents about their children's care needs when they first start. However, they do not give parents enough information about children's progress or offer them the support they need to guide their children's learning at home.
p.3
Personal development, behaviour and welfare are inadequate
Those in a position to influence the running of the pre-school have not had their suitability checked with Ofsted. This significantly compromises children's safety and well-being. Nevertheless, despite these risks, children appear emotionally secure. Staff are consistent in their approach to managing children's behaviour. They use effective strategies to help children who have special educational needs and/or disabilities. Staff help children to develop their confidence and give them jobs to do to give them a sense of responsibility. For example, they ask children to check that everyone has had a snack. Children report back and say, 'I have asked everybody'.
p.3
Outcomes for children are good
Children are confident to explore the well-resourced environment. They develop in line with expectations. Children learn key skills in preparation for their move on to school. They develop problem-solving skills as they move puzzle pieces around to make them fit together. Children enjoy their time outdoors. They are physically active and enjoy blowing bubbles into the air and moving tyres around the available space.
