This provision is inadequate
The providers do not ensure all hazards to children on the premises are identified and eliminated. Hazards include dirty resources and equipment, and unsanitary toilet areas that children regularly use. Children's health and well-being are at significant risk. The manager and staff fail to record children's attendance to reflect when each child is present to help keep children safe, particularly in the event of an emergency. The providers do not ensure staff maintain the required adult-to-child ratios at all times. Children's behaviour is not managed consistently and some children do not behave well. Some staff ignore challenging behaviour and do not help children to understand how their actions affect their care and learning experiences and those of other children. Most children do not make the progress of which they are capable. Staff's interactions do not inspire children to learn. Staff do not use information from their assessments to

improve outcomes for children. Staff fail to recognise how to extend children's learning and do not ensure they receive sufficient challenge in their learning. Self-evaluation is not used effectively to monitor the quality of teaching and staff's practice. The providers do not recognise where there are breaches in requirements of the Early Years Register and Childcare Register and how these breaches affect children's care and learning experiences adversely.

Inspection activities
The inspectors observed the quality of teaching during activities and assessed the impact of this on children's learning. The inspectors looked at all areas of the nursery, including outside, and assessed the safety and suitability of the premises. The inspectors sampled a range of documentation. The inspectors spoke with members of staff and children at appropriate times during the inspection, and held meetings with the manager and provider. The inspectors took into account the views of parents and carers spoken to on the day of the inspection.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. Children's safety is compromised because staff do not meet their care and learning needs at all times. The providers fail to ensure staff use risk assessments adequately to identify and eliminate all hazards to children in the environment. They have not removed stagnant water from the pre-school garden where children play or cleaned faeces from the wall in the children's toilets. In addition, resources and equipment are unhygienic and there is mould growing on the ceilings. The providers and the manager have attended safer recruitment training and check staff's ongoing suitability. Staff are aware of the procedures to follow if they have concerns about a child's welfare. However, the manager does not ensure staff complete the record of children's attendance appropriately to reflect the hours each child is on the premises. Staff do not record the times some children arrive and do not update this record promptly.
p.4
Effectiveness of the leadership and management is inadequate
This means the manager and staff do not have accurate information about the numbers of children present and are unable to monitor their attendance or ensure their safety in an emergency. Staff are not deployed effectively at all times and do not adhere to the ratio requirements consistently. For example, staff leave the room without considering if there are sufficient adults present to supervise the children effectively. The providers and the manager give staff some professional development through supervision. However, they fail to monitor the quality of the provision and staff's practice adequately. Partnerships with parents are established. For example, staff share records of children's accidents with parents and make children's development records available to support learning at home.
p.4
Quality of teaching, learning and assessment is inadequate
Although most staff are qualified, they do not understand how to support children's learning effectively and do not ensure they make good progress. Children miss opportunities to learn because the quality of teaching is weak. Children do not learn good communication skills and the quality of their learning experiences is inconsistent. Some staff do not extend children's learning adequately and interactions between staff and children are minimal. For example, when children talked to staff about not liking the colours in a book, staff replied with, 'Okay'. Some staff did not provide children with sufficient time to think for themselves. They asked a series of questions without waiting for children to answer. For example, staff asked, 'Are you finished?'; 'Do you want me to wash your hands?', and 'Shall I hang it up?' in quick succession. Children do not learn to share their thoughts and ideas. They quickly lose interest in activities and wander around.
p.4
Quality of teaching, learning and assessment is inadequate
Staff do not use information from their assessments to ensure each child receives sufficient levels of challenge to match their learning needs.
p.4
Personal development, behaviour and welfare are inadequate
The significant weaknesses in safeguarding children and promoting their welfare mean that staff cannot ensure each child's well-being. Not all children behave well and poor behaviour is ignored or managed inconsistently. Staff do not have sufficient knowledge to manage children's conduct appropriately and are unclear about their role in dealing with any negative behaviour. They do not teach children how to behave well or that their actions have a detrimental effect on how they all learn. For example, during the inspection, children hit each other and snatched toys, to which staff responded, 'No, thank you'. When children moved to go outdoors, they pushed and argued over who would be first to go out into the garden. Staff failed to take appropriate action to manage this poor behaviour.
p.4
Outcomes for children are inadequate
Children do not learn in a safe environment and are not engaged or motivated to learn. They are bored and do not learn to concentrate or participate in activities for long periods of time. Not all children are prepared for the next stage in their learning. Neither do they gain the key skills they need to be ready to start school. Older children have some understanding of mathematical language. For example, they follow instructions such as 'one pace forward' and 'one pace backwards' in group games. However, children do not receive effective support to develop their conversation or thinking skills. Children do not learn about acceptable behaviour and the consequences of their conduct on each other's feelings and learning experiences.
