This provision is inadequate
The childminder has not made enough progress in developing her knowledge of the early years foundation stage statutory framework. She continues to be in breach of several legal requirements. The quality of the provision remains inadequate. The childminder's knowledge of child protection is weak. She does not take appropriate action to protect children when there are concerns about their welfare. This means that they are not sufficiently well safeguarded. Children are not supported to manage their feelings or learn appropriate ways to behave. The childminder does not explain to children why unwanted behaviour is unacceptable or how their actions affect others. This results in the same behaviour being repeated. The childminder does not have robust procedures when administering medication to ensure children's good health. Children do not have access to fresh drinking water at all times. The childminder lacks knowledge of how children learn. Assessments of what children

Inspection activities
The inspector observed the childminder interacting with the children throughout the inspection. The inspector looked at a range of documentation and children's records. The inspector held discussions with the childminder at appropriate times during the inspection. The inspector observed the activities led by the childminder and spoke to the childminder about her evaluation of her practice.
p.3
Effectiveness of the leadership and management is inadequate
The childminder continues to fail to meet the requirements of the early years foundation stage statutory framework. Children do not make the progress they should in their learning and development, and the quality of care and learning remains inadequate. Safeguarding is not effective. The childminder does not have sufficient understanding of the different ways children can be abused. She fails to recognise when she should report concerns. This compromises children's safety. The childminder obtains limited information about children's learning from parents. Her lack of knowledge of how children learn prevents her working effectively with parents to promote children's learning. The childminder does not share what she knows about the children with other settings they attend to ensure their needs are met. The childminder is aware of weaknesses in her knowledge and in her practice. However, despite receiving support from the local

authority, she has made too little improvement in her practice. She does not demonstrate that she can improve in the future.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder lacks knowledge and understanding of how children learn. The balance of adult led and child initiated activities does not allow children to have enough opportunities to make choices or use their imagination. The childminder does not recognise when activities no longer hold children's attention and she does not build on their interests. For example, the childminder continued to read a story to children even though they had lost interest and stopped listening. Children display inappropriate behaviour, including hitting each other, when their attention is not held. When children talk, the childminder does not develop the conversation to extend their language skills. The childminder does not provide a broad curriculum because her knowledge of the different areas of learning is poor. Children are not given enough time to complete activities as their concentration is interrupted. For example, when children were engaged in drawing, the childminder took

them into the kitchen, without explanation, while she prepared the lunch. The childminder is unsure of the content of the areas of learning and how to develop children’s capabilities through play. She does not assess children’s progress accurately, which means that she does not provide activities to support their individual learning needs. Consequently, children do not make good progress.
p.4
Personal development, behaviour and welfare are inadequate
Children's safety is compromised because the childminder does not always ensure they are within her sight or hearing. For example, she left children unattended in the living room, while she went into the kitchen to wash the dishes. The childminder does not follow parents' instructions to meet their children's health needs. Although children enjoy fresh fruit at snack time, they do not have access to fresh drinking water at all times. These weaknesses compromise their health. The childminder does not follow robust procedures when administering medication. She fails to obtain necessary information, such as the dosage of medicine required, before administering it. At the inspection, the medication given by a parent to be administered was not that authorised on the permission letter. The childminder does not effectively support children to manage their behaviour. She does not teach children why some behaviour is not acceptable or help them understand the

impact of their actions on others. This results the same unwanted behaviour being repeated.
p.5
Outcomes for children are inadequate
The childminder's unwillingness or inability to improve her knowledge of the learning and development requirements hinders children's progress. She does not provide a suitable range of activities or experiences to meet their learning needs. Lack of opportunities for them to make choices about their play means that children are not encouraged, for example, to explore and investigate, persist at tasks and solve problems. Consequently, children do not learn the skills they need for the next stage in their learning.
