children and young people since the most recent full inspection

This home was judged good at the full inspection. At this interim inspection Ofsted judges that it has sustained effectiveness .

children and young people since the most recent full inspection

Since the last inspection, the registered manager has returned to the home on a part-time basis, sharing management responsibilities with another experienced registered manager. Staff report that this has been positive, stating: ‘Things are moving forwards, and it’s nice to have her back.’ There have been some changes in placements of young people at the home, and one young person still in placement while others have moved on. Young people move into the home in a safe and considered way. The manager achieves this by completing compatibility assessments that consider the views of the staff and those already living at the home. This ensures that new placements are suitable and it helps the staff to feel included in the decision-making. Movements from the home are well organised and young people have moved on in a planned way, and staff keep in touch to offer support to those who have left. The manager has responded well to the areas found by the last inspection to

require development. The statement of purpose has been updated and there is a new young people’s meeting record that helps to ensure that young people are kept up to date with the issues raised at these meetings. This shows that their views are listened to and considered. The home’s workforce plan has been updated and now clearly shows information about staff disciplinary procedures. A young person preparing to leave at the last visit developed his independence skills through the support of the staff team prior to moving on. Young people settle into the home well. One stated: ‘I haven’t stayed in the same place without running off for a long time.’ Relationships between young people and staff are observed as being positive. There is good sharing of information relating to boundaries and behavioural expectations to ensure that young people receive a consistent level of care. The lounge and dining room have been redecorated and new furnishings are in

place. Young people’s rooms have undergone significant changes in response to their preferences. The placement plan format is comprehensive and gives a good level of detail about the young person, their needs and any areas of risk. The staff are knowledgeable about the young person’s needs and their placement goals. This allows targeted work to be undertaken by staff in response to the objectives raised by placing social workers.

p.2

children and young people since the most recent full inspection

One young person has shown a significant increase in negative behaviours, resulting in both physical restraint and sanctions. This is discussed in team meetings and different strategies are considered, along with holding discussions with their social worker. Monitoring of sanctions has highlighted an over-reliance on the sanction of removing a games console, and this has led to an improved positive behaviour reward system. However, some use of the sanction of removing the console have not been recorded.

p.3

children and young people since the most recent full inspection

Staff have a good awareness of the need to share concerns relating to the safety of young people. Child protection procedures are clear, and information is shared with pertinent professionals when concerns are raised, including historic information. Records show that regular health checks are undertaken with all young people, and independent psychological services are referred to when necessary. Contact arrangements are organised well, with appropriate monitoring of these when necessary. A social worker highlighted that communication with the home is good and that they receive regular updates relating to the young person.

At the interim inspection we make a judgement on whether the home has improved in effectiveness, sustained effectiveness, or declined in effectiveness since the previous full inspection. This is in line with the ‘Inspection of children’s homes: framework for inspection’.

p.6

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people living in the children’s home. Inspectors considered the quality of work and the difference adults make to the lives of children and young people. They read case files, watched how professional staff work with children, young people and each other and discussed the effectiveness of help and care given to children and young people. Wherever possible, they talked to children, young people and their families. In addition the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people who it is trying to help, protect and look after. This inspection focused on the effectiveness of the home and the progress and experiences of children and young people since the most recent full inspection.
