This provision is inadequate
Leaders have failed to notify Ofsted of changes to the role of those individuals that form the playgroup committee. As a result, appropriate checks have not been carried out to confirm their suitability to work directly with children. Recruitment procedures, and arrangements to ensure the ongoing suitability of those working in the setting, are not rigorous enough to ensure adults are suitable to work with children. Leaders have failed to make significant progress since the last inspection. Some breaches in the requirements of the early years foundation stage have not been identified or acted upon. These have a significant impact on the safety and health of children. Arrangements to monitor the quality of practice, including the identification of targeted training needs, have yet to be introduced.
p.1
It has the following strengths
Every child is valued and respected as an individual and their learning is tailored to them. Children with special educational needs and/or disabilities are extremely well supported. As a result, children are happy and confident and achieve well. Staff work extremely closely with outside agencies and other professionals. Accurate assessment when children begin the setting ensures that appropriate intervention and support is obtained for children as early as possible. This has a positive impact on the progress children make.

Inspection activities
The inspection was carried out following the risk assessment process. Concerns were raised about the suitability of staff working in the setting and the checks that are carried out on those staff. The inspector observed the quality of teaching and the impact this has on children's progress indoors and outdoors. The inspector spoke with staff and children at suitable times throughout the inspection. The inspector conducted an observation of teaching practice and discussed this with the manager. The inspector spoke with parents during the inspection and took account of their views. The inspector sampled a range of documentation, including evidence of staff and committee suitability checks, safeguarding records and records of the progress children make.
p.3
Effectiveness of the leadership and management is inadequate
Arrangements for safeguarding are not effective. Leaders have failed to implement the recently introduced recruitment procedures effectively, which compromises children's safety. Important information to confirm staff suitability has not been obtained. References from previous employers have not been requested to ensure staff are suitable to work with children. Arrangements to ensure the continued suitability of those working with children have not been introduced. Systems to monitor practice have not yet been introduced in order to drive improvement. Leaders are passionate about ensuring every child achieves their individual potential. This is particularly pertinent to those children with special educational needs and/or disabilities. The assessment of children's progress is rigorous. Recent monitoring of assessment has identified a difference in the progress children make in their mathematical development compared to the progress they make in

other areas. A focus is now being placed on improving the programme for mathematical development to develop children's progress in this area.
p.4
Quality of teaching, learning and assessment is good
Staff follow children's leads and build on their ideas enabling children to be creative and imaginative in their play. For example, children's initial interest in a sun hat and glasses led to discussion about holidays and sunny weather. Within minutes children were engrossed in packing some things and set off on an imaginary holiday together. Staff know the individual children particularly well. They adapt their teaching methods to support each child, for example through the use of visual aids or particular resources. Regular and accurate assessment of what children know and can do ensures that appropriate next steps in their learning are identified. Helpful discussion takes place with parents about their child's progress and they are given suggestions of ways to continue children's learning at home. Children confidently ride scooters and bicycles, which help to develop their physical skills.
p.4
Personal development, behaviour and welfare are inadequate
Failings in meeting some safeguarding and welfare requirements have a significant impact on leaders' ability to assure children's safety. However, children form secure attachments with all staff and develop trusting relationships. Staff place a high priority on helping children learn how to keep themselves safe. For example, even the youngest of children know to hold the bannister as they successfully manage the stairs out into the garden. Staff act as good role models and give children lots of praise. Children know what is expected of them and are confident and show good levels of self-esteem. Staff are patient and understand the different needs of each child. Staff manage challenging situations well and help children to value and celebrate one another's achievements. Every child is respected and their individual care needs are very well met. Consequently, children are well prepared emotionally for the next stage in their learning.
p.4
Outcomes for children are good
Children are independent and choose where they play and what they do. Children with special educational needs and/or disabilities particularly enjoy the experiences in the sensory room. This is evident from their behaviour and the sheer delight on their faces. All children make good progress. Children with special educational needs and/or disabilities make significant progress in their communication and language and in the development of their personal and social skills. Even children with limited speech communicate well with staff and their peers to express their wishes and ideas. Children recognise and accept how others communicate with them.
