p.1

This provision is inadequate

 The childminder has failed to complete the process that enables Ofsted to carry out robust checks on the suitability of any person who has regular contact with children. This places children's welfare at risk.  The childminder does not make sure that the premises are secure and cannot be entered by unauthorised persons. This puts children at risk.  The indoor learning environment is disorganised. At certain times of the day, there is not enough floor space afforded to the number of children attending. The premises are not clean, hygienic and well maintained. This means children's health and well-being are compromised.  The childminder does not keep required records for each child that is looked after on the premises.  The quality of teaching is poor. The childminder does not plan purposeful activities that capture children's interests and individual needs. Children do not benefit from learning experiences that raise outcomes.

p.1

This provision is inadequate

 Observations of children's achievements are not regular enough, which leads to inaccurate assessments. The childminder does not have a good understanding of each child's stage of development. As a result, she does not provide activities that extend children's learning.

p.1

It has the following strengths

 Children have opportunities to socialise with others when they visit parks and playgroups.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure that any person in regular contact with children is suitable, including obtaining an enhanced Disclosure and Barring Service check 06/03/2017

p.2

Due Date

 ensure that all reasonable steps are taken to prevent unauthorised persons from entering the premises 20/02/2017

p.2

Due Date

 ensure that the premises are maintained in a clean, hygienic and safe condition so that children's health and well-being are promoted 06/03/2017

p.2

Due Date

 ensure that the overall floor space is fit for purpose and organised in a way that meets the needs of the children 06/03/2017

p.2

Due Date

 make sure records are obtained that include information about a child's full name, date of birth, name and address of every parent and/or carer who is known, which parent(s) and or carer(s) the child normally lives with and emergency contact details for parents and/or carers 20/02/2017

p.2

Due Date

 improve the quality of teaching and ensure each area of learning and development is promoted through a good balance of adult-led and child-initiated activities that takes into account each child's individual learning needs and make sure children are consistently well engaged and challenged so that they make at least good progress 08/05/2017

p.2

Due Date

 ensure assessments of children's learning and development are consistent and precise to obtain an accurate understanding of each child's level of achievement, interests and learning styles, and then use the information to shape learning experiences that are tailored to meet the individual needs of each child. 08/05/2017

p.2

Inspection activities

 We carried out this inspection as a result of a risk assessment, following information we received about this provider.  The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning.  The inspector completed a joint evaluation of an activity with the childminder.  The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living in the household.  The inspector spoke to children during the inspection.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder has not informed Ofsted of the details of an individual who has regular contact with children. This means checks to assess their suitability have not been carried out. The childminder does not make sure that her premises are suitable and secure. During the inspection, two individuals were able to enter the childminder's home unauthorised. On occasions, the overall floor space is not adequate for the number of children being cared for. The childminder does not hold essential information about each child in her care. She does not reflect on her teaching practice and current weaknesses have not been identified to help raise outcomes for children. Nevertheless, the childminder has attended child protection training. She can recognise possible signs and symptoms of abuse and knows the procedure to follow should she have a concern about a child.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder's assessments of children's learning are not accurate. She fails to regularly observe children and identify their next steps in learning. She does not have a good understanding of their interests or individual learning needs. This means she does not have enough information to successfully plan for their future progress. Teaching is poor. The childminder does not organise a good balance of adult-led activities and child- initiated play to encourage children's engagement. As a result, they lack motivation and are not stimulated to learn more. The childminder talks about feelings and emotions. She uses dough to shape sad and happy faces.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management place children's health, safety and welfare at risk. Space is restricted due to the amount of excess furniture, clutter and, on occasions, the number of children attending. Children do not have space to move around safely and be spontaneous in their learning. The premises are not maintained in a clean and hygienic way. There is a large amount of dog hair, which the childminder fails to address. This gets into children's resources, such as sticking to dough when they play on the floor. Children's behaviour is generally good, but when they are not suitably occupied they become bored and restless. The childminder is kind and caring towards the children. She works in partnership with parents to help children learn how to develop their understanding of how to play cooperatively with others. Children are provided with healthy meals and snacks and the childminder talks to them about eating healthily. Children's

p.4

Outcomes for children are inadequate

Children are not fully safeguarded within the setting. Weaknesses in planning and assessment mean that children are not supported to make good progress. This has a negative impact on children becoming confident and keen learners who are ready for school. Children enjoy using their small-muscle skills to squeeze and feel dough. They independently look at books and use pens to make marks on paper. Children have daily opportunities for fresh air and physical play.
