This provision is inadequate

 The provider demonstrates a poor capacity to improve. Actions raised at the last inspection have not been addressed. The members of the committee do not have a secure knowledge and understanding of their legal roles and responsibilities as the provider of the club.  Ofsted has not been provided with the necessary information to complete suitability assessments on some committee members.  Staff do not carry out robust risk assessments consistently to keep children safe in the playground. This includes ensuring that unauthorised people cannot gain entry, that children cannot leave the premises unsupervised or identifying and addressing other potential hazards.  Management and staff are not aware of the current child protection procedures with particular regard to identifying children who may be at risk from extreme ideas and behaviours. Management is not aware of the Local Safeguarding Children Board

procedures to be followed in the event of an allegation being made against a member of staff.  Staff do not work consistently with parents or the schools that children attend in order to complement and support their prior learning and interests.  Weak self-evaluation contributes to the poor practice in the club. The management is not offering staff effective support to identify training needs and improve the quality of their practice.

p.1

It has the following strengths

 Children enjoy their time in the club and behave well. Relationships between staff and children are positive and children play together co-operatively.

She looked at relevant documentation and evidence of the suitability of staff working in the club.  The inspector spoke to a number of parents during the inspection and took account of their views.

p.3

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are ineffective. Ofsted has not been provided with the information required in order to determine the suitability of the committee members who make up the registered body. This issue has been raised at a number of previous inspections and the committee has not taken sufficient action to improve. Staff do not complete robust risk assessments to identify and address potential hazards to children. On the day of inspection, the gate to the playground was not secure. Staff were not alert to the risks of either unauthorised persons entering the play area or children leaving the club unattended. There were further hazards within children's reach when they went outside to play. These included a discarded lawnmower, metal spikes and wood with nails protruding. Staff supervision arrangements are not robust enough to consistently monitor and improve the quality of staff practice and the provision. Training needs are not

identified, particularly in relation to developing staff's knowledge and understanding of current safeguarding policy and procedures. They are aware of the known signs and symptoms of abuse and neglect and the action to take to report such concerns. However, they are not alert to identifying any indication of children being at risk of extreme views and behaviour. The action to be taken to address any allegations made against staff, as described by the manager, is not in line with the Local Safeguarding Children Board procedures.

p.4

Quality of teaching, learning and assessment is inadequate

The leaders and the manager are not aware of the current expectations for delivering the early years foundation stage in before- and after-school care and holiday provision. Staff do not liaise effectively with parents or the other settings children attend in order to know and complement children's prior learning and skills. This means that opportunities to further support children's progress are missed. Generally, children are happy at the club. They have a range of toys and resources to occupy them. Children particularly enjoy games outside. They negotiate the space available as they play team games, such as bean bag relay.

p.4

Personal development, behaviour and welfare are inadequate

The persistent weaknesses in leadership and management compromise children's welfare and safety. The poor attention given to identifying and removing hazards leaves children at risk of harm. Parents are not assured of the suitability of persons serving on the committee and who are legally responsible for the children's care and well-being. The manager and staff do not make effective use of the key-person system. Not all parents know who their child's key person is and this limits the sharing of important information to meet children's needs. However, children behave well and staff are good role models. Staff are calm and support children to negotiate when minor disagreements occur. Children enjoy being outdoors. They run and play together enjoying the fresh air and exercise. This helps to support healthy lifestyles.
