This provision is inadequate
The childminder lacks understanding of the safeguarding requirements. She does not know about more recent safeguarding legislation and guidance. The childminder does not adequately identify potential hazards where children play. She fails to take appropriate steps to minimise risks to children's welfare. The childminder has not done enough to address the weaknesses raised at the last inspection to improve the provision and outcomes for children. The childminder has a poor understanding of the learning and development requirements. She does not plan challenging learning activities which promote children's good progress. The childminder fails to gather enough information about what children know or can do when they first start. She does not assess children's starting points or the progress they make accurately enough.
p.1

Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning. The inspector completed a joint evaluation of an activity with the childminder. The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of suitability of persons living in the household. The inspector spoke to children during the inspection. The inspector spoke to parents during the inspection and took account of views provided through written feedback.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. Although the childminder knows how to report any concerns about children in her care, she does not know about current child protection legislation and wider safeguarding issues. For example, she is not aware of the indicators that children are at risk of being exposed to different ideas about right and wrong. The childminder does not assess risks effectively in areas where children play to assure their safety. However, she does plan regular fire drills to help children learn how to keep themselves safe. The childminder does not use self-evaluation effectively to identify weaknesses in her practice. This means that she is unable to focus sufficiently on areas to improve the quality of provision. The childminder has not attended to her professional development sufficiently to keep her knowledge of the learning and development requirements up to date.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder's teaching skills and knowledge of how children learn are weak. She does not find out about what children can already do when they join her setting. Assessments of children's starting points and ongoing levels of achievement are inaccurate. This means the childminder does not identify gaps in learning, or monitor children's progress closely enough. As a result, she is not able to plan effective and challenging experiences based on what children need to learn next. Parents do not receive adequate information about their children's progress or support to guide their children's learning at home. Children enjoy their play with the childminder. However, the learning experiences on offer do not match children's learning needs. For example, young children do not have the opportunities to practise their growing physical skills and they are given toys which do not match their current levels of development.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management mean that children's welfare is not assured. The childminder does not take sufficient steps to keep areas in which children play safe. For example, she has not considered how to ensure a comfortable room temperature for children while making sure that they do not come into contact with hot surfaces. The childminder provides opportunities for children to develop their physical skills outdoors. However, she does not ensure that the outdoor area is free from hazards which may cause children harm. The childminder promotes children's understanding of how to behave and respect others, providing shared rules which support their understanding. The childminder praises children and develops their confidence and self-esteem. Young children regularly approach her for cuddles and to seek comfort if they are upset or tired.
p.3
Outcomes for children are inadequate
Children are not supported to make good progress in their learning. Their well-being and learning and development are compromised due to weaknesses in the childminder's practice. Children are not learning the key skills necessary in readiness for school. Nevertheless, they are becoming independent and can make some choices about their play.
