This provision is inadequate
There are currently no leaders or managers in place. Additionally, the provider has failed to appoint a nominated individual to be responsible for all matters relating to the registration and to act on behalf of the organisation in its dealings with Ofsted. Although the minimum required adult-to-child ratios are met, the deployment of staff does not ensure the needs of babies and toddlers are met. Staff caring for these children do not have the qualifications and experience required for their role. There is no designated person to take lead responsibility for safeguarding children. Most staff have not been trained to understand the safeguarding procedures and their knowledge of how to protect children from harm is poor. Due to the absence of managers, there are no arrangements in place for the supervision and support of staff. As a result, staff's practice and teaching is poor. The key-person system does not ensure that strong bonds with children and links with

parents are established effectively. Staff do not have adequate knowledge of the learning and development requirements. They are not familiar with the areas of learning and are therefore unable to plan effectively to support children's all-round development and progress. Assessments of children's progress are infrequent and weak. Staff do not complete the required progress check for children between the age of two and three years.
p.1
It has the following strengths
Staff are attentive and give children praise for their achievements. This helps children to develop self-esteem and pride.

Inspection activities
We carried out this inspection as a result of a risk assessment, following information we received about this provider. The inspector had a tour of the premises. The inspector spoke with staff and children during the inspection. The inspector observed the quality of teaching and assessed the impact this has on children's learning. The inspector looked at relevant documentation and evidence of the suitability checks carried out on staff working in the creche. The inspector spoke to a number of parents during the inspection and took account of their views.
p.3
Effectiveness of the leadership and management is inadequate
Arrangements for safeguarding are not effective. The inspection found that the manager, who was also the nominated individual, had recently resigned at short notice, and the failure to appoint a deputy manager resulted in a complete lack of leadership and management in the creche. This means there are no arrangements to evaluate practice and identify significant weaknesses and the many breaches of statutory requirements. Most staff are qualified. However, the absence of management means there are no systems in place to supervise and support them. Consequently, the capacity to improve their knowledge and skills is weak. Staff are not deployed effectively. On the day of inspection, children under the age of two years were cared for by one unqualified member of staff and a student. There is not a designated person with lead responsibility for safeguarding children. Staff's knowledge about the signs and symptoms of abuse is weak.
p.4
Effectiveness of the leadership and management is inadequate
They would refer concerns to the manager of the centre where the creche is located. However, this person in not employed in the creche and does not have sufficient knowledge of the safeguarding and welfare requirements of the early years foundation stage to fully safeguard children. The provider has resigned the registration and this has been accepted by Ofsted.
p.4
Quality of teaching, learning and assessment is inadequate
Overall, the quality of teaching is poor. Staff do not know the areas of learning. They are unable to identify children's current abilities and do not understand how to plan effectively to help them build on what they know and can already do. Assessments of children's learning are not carried out effectively to identify their progress and are inaccurate or incomplete. Staff do not use assessments to reflect children's development across all areas of learning. Staff have not assessed the progress or abilities for all of the children attending. Progress checks for children aged between two and three years have not been completed and some staff have no understanding of the purpose of these. Consequently, the individual learning needs of children are not identified or met. Where some staff have a basic understanding of child development, they provide some activities that generally help children to learn new skills. For example, they encourage children to count as they
p.4
Personal development, behaviour and welfare are inadequate
Children's welfare is not adequately promoted due to significant weaknesses in safeguarding procedures. Each child is allocated a key person. However, this system is ineffective because staff do not implement it consistently. On the day of inspection, staff did not know which children were assigned to them and parents did not know who their child's key person was. Although staff have a kind and caring approach, children who are upset or unsettled are tended to by a number of different staff. They are not supported to form settled relationships with a key person and many do not settle quickly into the group. Not all children demonstrate confidence and security in the care of the staff. Despite this, staff generally promote children's health. Children benefit from some fresh air in the outdoor space.
p.4
Outcomes for children are inadequate
The progress made by children has not been adequately checked or assessed. It is therefore, not possible to ascertain how much progress children make in this creche. Children are disadvantaged because staff do not always identify gaps in their knowledge and skills and do not know how to support them to catch up in their learning. Therefore, they are not sufficiently prepared for later learning and their eventual move on to school. That said, children show some interest in the environment and demonstrate emerging independence as they select their own resources to play with.
