Outcomes for children Requires improvement

p.1

This provision is inadequate

 Some staff do not have a secure understanding of all signs that a child may be at risk of harm, including from extremist views. This compromises children's well-being.  The provider and staff do not ensure that all areas children access, including outside, are assessed adequately to reduce potential accidents. The provider does not ensure she reviews risk assessments effectively after an incident to prevent a reoccurrence.  The provider does not ensure staff have suitable support to develop their practice and to enable them to have a good overview of children's individual learning needs.  Children's hours of attendance are not recorded adequately to meet requirements and ensure staff maintain an accurate picture of each child's pattern of absences.  Not all children make good progress. Some staff do not have a full understanding of children's abilities or know what they need to learn next to extend their learning

experiences.  At times, staff group children of different ages together for activities. However, younger ones become bored, lose interest and distract older children's concentration. Staff miss some opportunities to fully support children's growing understanding of mathematics.  Self-evaluation is weak. The provider has not identified where there are breaches in requirements of the Early Years Register and the Childcare Register.

p.1

It has the following strengths

 Children enjoy creative play and develop techniques for painting and model-making.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 train all staff to understand the setting's safeguarding procedures and ensure they have up-to-date knowledge of all child protection matters, including emerging issues, so they know how to protect children's welfare effectively at all times 24/02/2017

p.2

Due Date

 make sure that all areas children come into contact with are thoroughly checked and all potential risks and hazards are minimised, indoors and outdoors; and review risk assessments after any incident or accident to ensure suitable steps are taken to prevent these from happening in the future 06/02/2017

p.2

Due Date

 monitor staff's practice and implement supervision effectively, so that all staff have a clear understanding of all aspects of their roles and to ensure they receive prompt support to address any issues relating to children or their practice 24/02/2017

p.2

Due Date

 ensure staff maintain an accurate record of children's hours of attendance at all times 06/02/2017

p.2

Due Date

 improve the quality of assessments to obtain a precise understanding of each child's levels of ability and stage of development, and to plan appropriately challenging learning goals to help children make good progress 24/02/2017

p.2

Due Date

 take all necessary measures to minimise any risks to children's safety, particularly outside the setting when transporting them between the setting and home. 06/02/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 improve the organisation of large-group activities to fully support each child's play experiences and increase their level of enjoyment  increase opportunities for children to strengthen their understanding of mathematical language and concepts  use self-evaluation effectively to identify weaknesses and target key aspects of practice to rapidly improve outcomes for children.

p.2

Inspection activities

 This inspection was carried out following the risk assessment process.  The inspector had discussions with the provider about nursery practices and procedures.  The inspector observed staff's interactions with children.  The inspector had discussions with staff at appropriate times and also spoke to parents.  The inspector sampled some documents, which included the safeguarding policies and procedures, attendance registers, risk assessment records, staff training certificates and children's assessment records.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Some staff demonstrate an insufficient understanding of all the indicators that a child may be at risk of harm, including from emerging child protection issues. This has a significant effect on children's safety and well-being. The provider does not ensure all risks to children indoors and outside the setting are removed or minimised. She records incidents but does not review the risk assessment procedures after an incident to prevent it from happening again. The provider does not ensure staff maintain the attendance register accurately to meet requirements. This does not enable staff to gain an accurate view of when children are present or to monitor any periods of absence. The provider's process for staff supervision is infrequent, which does not enable staff to fully understand the expectations of their role or develop their practice. For example, some staff have not received supervision for over three years. The provider does not use

self-evaluation processes well enough to identify current weaknesses and improve the quality of the provision. However, she has addressed the previous action and children are now appropriately supervised. Staff have positive partnerships with parents and exchange information to support children's care and learning at home.

p.4

Quality of teaching, learning and assessment requires improvement

Staff obtain information from parents at the start of children's placement to find out about the child's interests and build on their skills. For example, staff plan activities to help children learn about the jobs people do in the community. Staff support children's language development effectively. For example, they introduce new words and encourage older children to talk to each other in group situations to build their confidence as speakers. Some staff regularly assess children's development and use their notes to plan suitable activities to support children's future learning. However, other staff do not assess the children's abilities effectively or plan for the next steps in their learning to enable each child to make the best possible progress. Children do not receive encouragement to extend their understanding of mathematical concepts. For example, although children enjoyed experimenting with water and pouring it into different-sized containers, staff did

p.4

not introduce appropriate mathematical language to support this effectively. During some group activities, such as story time, staff do not consider the length of stories when reading to children of mixed ages to help each child remain engaged effectively.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in staff's knowledge of safeguarding matters and in the risk assessment system mean that children's safety and welfare cannot be assured. Staff work closely with parents and external agencies to support children attending who have special educational needs and/or disabilities. Children develop warm relationships with their friends. Children's behaviour is generally good and they learn how to share. Staff help children to learn the importance of good hygiene. Children enjoy healthy snacks that help them understand which foods are good to eat.

p.4

Outcomes for children require improvement

Children learn some of the key skills they need to support their development in preparation for their move to school. For example, they learn to recognise their names and explore making marks. Children develop their communication and language skills, and enjoy daily physical play. They demonstrate independence and make decisions. However, some children are not fully engaged in their learning at group times.
