This provision is inadequate
Leadership and management are weak. The childminder does not demonstrate the capacity to improve. She has failed to meet the actions and address recommendations set at two previous inspections and further weaknesses have since been identified. The childminder does not have a secure understanding of safeguarding or child protection procedures. She does not understand who to contact in the event of an allegation being made against her. The childminder does not have procedures in place for the appropriate use of mobile phones or cameras. The childminder does not keep a written record of accidents or injuries that occur or of the first-aid treatment given to children. The childminder does not know or keep a record of who has parental responsibility for each child in order to ensure children's welfare. Teaching is not good enough. The childminder lacks the knowledge and skills needed to implement the learning and development requirements effectively. As a result, children

Inspection activities
The inspector observed the quality of teaching and assessed the impact this has on children's learning. The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living in the household. The inspector spoke to children during the inspection. The inspector took account of the views of parents through written feedback provided.
p.2
Effectiveness of the leadership and management is inadequate
The childminder does not demonstrate sufficient ambition to improve the quality of her practice. She has made very little progress since her last inspection. Safeguarding is not effective. There are gaps in the childminder's knowledge of safeguarding, particularly with regard to the procedures to follow if there is an allegation against her or a member of the household. Furthermore, the childminder has not considered the safe use of mobile phones and cameras in her home. The childminder does not maintain children's records suitably. Accidents and injuries are not recorded and the childminder has not obtained information about who holds parental responsibility for each child that she looks after. The childminder lacks the knowledge and skills required in order to be able to promote children's good progress. Following two consecutive inspections where the quality of the provision required improvement, the childminder has not done enough to raise standards.
p.3
Effectiveness of the leadership and management is inadequate
For example, she has not sought any support or help from her local authority and she acknowledges that she has failed to develop her knowledge and understanding in order to raise the overall quality of her practice to an acceptable level.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder does not plan appropriate or challenging enough experiences to support children's learning and development. The childminder completes some observations and assessments of children's progress using an electronic system. However, she does not have a secure understanding of how to do this effectively. Therefore, she does not have an accurate view of children's development to date and what children need to learn next. The childminder provides some suitable support to help children make limited progress in some areas. For example, she talks to children as they play, names objects and reads stories to them. The childminder talks to parents regularly in order to keep them informed about their children's care. The childminder has begun to develop relationships with other settings that children attend in order to share information about children's development.
p.3
Personal development, behaviour and welfare are inadequate
Significant weaknesses in the childminder's knowledge, understanding and safeguarding practice compromise children's safety and well-being. Children do not consistently engage in purposeful play. They wander around and their behaviour deteriorates as they become tired and restless. Despite this, the childminder is kind and attentive. She has established close relationships with children and their parents. Children feel comfortable in her home.
p.3
Outcomes for children are inadequate
Due to the childminder's lack of understanding and knowledge of the learning and development requirements she is unable to effectively support children to make good progress. This means they are not being adequately prepared for the next stage in their learning or for their move on to school.
