This monitoring visit
The home was judged as requires improvement at the full inspection in May 2016, and judged to have sustained effectiveness at the last interim inspection on 16 August 2016. Ofsted carried out an unannounced visit to the home on 17 January 2017. This was following concerns raised by the independent visitor to the home as part of the regulation 44 monitoring process. The responsible individual had completed a provider response prior to this monitoring visit. However, the response lacked evaluation and did not provide an adequate response to the concerns raised. This monitoring visit focused on these areas in detail. The monitoring inspection found that the management team had taken action with regards to the concerns raised and was able to provide evidence to substantiate the action taken. The behaviour of some young people in the home had resulted in significant damage. Action had been taken to ensure that all damage had been safely

repaired. There was clear evidence that when young people show an escalation in challenging behaviour, these concerns are relayed to the placing authority, without delay. The manager also ensures that all the agencies involved with the care of the individual young people are kept updated regularly. As a consequence of the escalated behaviour, there were a number of physical interventions undertaken to safeguard the young people and staff members. The records examined provided evidence that these interventions were carried out appropriately and in line with policy and procedure. The responsible individual has recently commissioned additional training to ensure that individual team members have the opportunity to refresh their knowledge and understanding of the Team- Teach approach. The responsible individual provided evidence to demonstrate that she had agreed an increase in staffing levels to attempt to support a particular

young person’s individual needs and behaviour and to safeguard all young people in placement and the staff team. One concern raised regarding the home not carrying through a 28-day notice period was found to be unfounded. This notice period was served by the local authority. However, following a serious incident, the responsible individual terminated the placement of the young person, in order to keep the other young people safe in the home. During the monitoring visit, one professional, who was very positive about the placement, was consulted. They commented: ‘I am very satisfied with the placement. They communicate well and consistently keep me updated on the young person in placement.’ Young people’s views were also sought as part of this monitoring visit. Individual young people said that they feel safe in the placement and that the staff team cares about them. No breaches in regulation were identified at this inspection.
