Inspector Matt Hedges

This monitoring visit . On 6 December 2016, Ofsted completed an interim inspection and judged that the setting had declined in effectiveness. Ofsted raised significant concerns regarding the safety and well-being of young people and the quality of management oversight. Due to the concerns, Ofsted issued a notice restricting accommodation from 8 December 2016 until 2 March 2017 inclusive. The purpose of this visit was to monitor the provider’s compliance with the notice.

During the monitoring visit on 11 January 2017, Ofsted found that the providers had complied with the restrictions placed on them. No new young people had moved into the home, although several young people had left.

The responsible individual has made sure that he has better day-to-day oversight of the home since the last inspection. This has helped to support the registered manager. Both the responsible individual and the registered manager are realistic about the failings identified at the previous inspection. They have started to take steps to improve the effectiveness of the service, such as identifying a number of areas where the staff team require support and development and identifying training to address this. However, these improvements are yet to embed and are in their infancy. As such, they are yet to have an effect on the quality of care young people receive. In addition, one further shortfall was evident. Specifically, on one occasion, the registered manager did not make sure that there were sufficient staff on shift. As a result, a member of staff was working alone. Consequently, he was unable to follow a young person when the young person left

the home, despite there being significant concerns for the young person’s safety. This placed the young person at risk.

The notice restricting accommodation remains in place and Ofsted will continue to monitor the progress that the home makes.
