This provision is inadequate

 The childminder does not have a secure knowledge of all safeguarding matters, including the signs and symptoms of concern and where to report these. Her safeguarding policy does not include allegation procedures or the safe use of mobile phones and cameras.  The childminder fails to ensure the environment is safe and hygienic for children. Several areas of her home are not fit for purpose, which includes soiled carpets, broken and dirty toys, and unclean nappy changing equipment. Resources are not stored safely, and rugs and cables pose potential tripping hazards.  The childminder's organisation of her documentation is poor and she does not keep required records. She does not retain children's personal details or know information about their parents and emergency contacts. She does not maintain records of children's attendance or accidents and injuries for the required timescale.  The childminder does not have a complaints procedure or provide parents with details

of how to contact Ofsted. Self-evaluation is weak and the childminder does not meet the requirements of the Early Years Register and Childcare Register.  Children do not make adequate progress. The unsafe play environment inhibits children's learning. The childminder fails to meet assessment requirements and does not support children's all-round development or adequately prepare them for school.

p.1

It has the following strengths

 Children develop some physical skills. For example, they run and climb outside daily.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 develop a secure understanding of safeguarding matters, including all indicators that a child may be at risk of harm, the procedure to follow in the event of a concern about a child's welfare, and the correct agencies to report concerns to in a timely manner 10/02/2017

p.2

Due Date

 implement an effective safeguarding policy and share this with parents, which must include what to do with regard to reporting an allegation that may be made against any adults in the household, and covers the safe use of mobile phones and cameras in the setting 10/02/2017

p.2

Due Date

 organise the premises, overall floor space and resources to ensure these are fit for purpose, in particular ensure that toys, equipment used for nappy changing and all carpets are well maintained to reduce the risk of cross-infection and to keep children safe 10/02/2017

p.2

Due Date

 use risk assessment effectively to identify and eliminate all potential safety hazards in areas used by children, including risks presented by wires from electrical equipment, loose rugs, and the storage of resources 10/02/2017

p.2

Due Date

 ensure required records are easily accessible and available for inspection, particularly in relation to maintaining details of children's hours of attendance and records of accidents and injuries for a reasonable period of time 10/02/2017

p.2

Due Date

 obtain all the required details of each child to ensure their welfare and care needs are known, respected and met; this must include each child's full name, date of birth and address, details of their parents and the emergency contacts, and that information about children's dietary requirements is shared 10/02/2017

p.2

Due Date

 provide parents with Ofsted's contact details in case of a complaint and develop an effective system to manage any complaints 10/02/2017

p.2

Due Date

 share a written summary of the two-year progress check with parents in a timely manner 10/02/2017

p.2

Due Date

 provide an environment that is conducive to children's learning so that they can explore safely and engage in activities that take account of their interests and learning needs. 10/02/2017 To further improve the quality of the early years provision the provider should:

p.2

Due Date

 implement an effective system of self-evaluation to identify strengths and key weaknesses, and to clearly target areas for development that improve outcomes for all children  improve opportunities for children to make their own choices in their play.

p.3

Inspection activities

 The inspector and the childminder discussed the systems she uses to observe and record children's progress, and the documents she uses to support her work.  The inspector looked at the rooms and resources the children use.  The inspector completed observations of the children as they engaged in activities with the childminder.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Children's safety and welfare are compromised. The childminder does not know how to recognise all the signs that a child may be at risk of harm. She does not know the contact details of the relevant agencies to report any child protection concerns. She has failed to ensure her childcare knowledge is up to date and does not know how to recognise if a child is at risk from extremist views. The childminder does not ensure she includes the relevant procedures in her safeguarding policy. For example, she has not included what to do if an allegation is made against her or any of the adults living in her home, or covered the safe use of mobile phones and cameras. In addition, the childminder's home is not safely maintained. The childminder does not evaluate her service adequately. She fails to recognise key weaknesses and where these are breaches of requirements. The childminder fails to keep required records. She does

not maintain a record of children's attendance or any accidents and injuries for a reasonable period of time. She does not obtain essential information about children and their parents, including the child's name, address and date of birth, parents' details or their emergency contacts. The childminder does not share information about Ofsted with parents who may wish to make a complaint and does not have a procedure to manage complaints.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has failed to provide a written summary of the progress check for two- year-olds to parents to ensure she shares her findings and makes targeted plans for their children. The childminder has identified through her assessment of children's progress that they need to learn how to share. However, in practice, she fails to encourage children to share and has not identified what else they need to learn next. The childminder fails to provide suitable resources; some are broken and dirty, and children are reluctant to play with them. Toys and resources are not stored safely to encourage children's independence and exploration, for example, some are piled high behind a table. The childminder does not support children to make choices in their activities or resources. For example, she tells children it is time to sing and interrupts their play. She provides some activities children enjoy, but does not build effectively on what children know and can do to extend their

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in safeguarding practice mean that children's well-being and safety cannot be assured. The childminder does not make sure that she minimises all risks in her home. There are several hazards to children that place them at risk. For example, there are unsecured rugs in the playroom that are a tripping hazard and wires from equipment in the room where children sleep are within reach of the sleep mats. The childminder fails to ensure that changing facilities and play surfaces meet hygiene standards. For example, the nappy changing mat is ripped and dirty, and carpets where children play are soiled.

p.4

Outcomes for children are inadequate

Children do not make sufficient progress. They have some communication and language skills, for example, they describe what they see in the garden. However, children do not get the support they need to develop in all areas of their learning. They do not gain the skills they need for their future learning and for school.
