Effectiveness of the leadership and management Requires improvement Quality of teaching, learning and assessment Requires improvement Personal development, behaviour and welfare Requires improvement Outcomes for children Requires improvement

p.1

This provision requires improvement. It is not yet good because:

 Although the childminder has a suitable knowledge of general safeguarding issues and procedures, she is not clear about how to manage and refer allegations made against adults within her home. This is also a breach to the requirements of the Childcare Register.  The childminder does not use children's individual next steps in learning well when planning activities and providing resources. Children do not make the good progress they are capable of making.  The childminder does not work effectively with parents to gain information about their children's development, to plan and provide experiences that meet children's needs.  Partnerships with other settings are not fully effective. The childminder does not gather information about what children learn elsewhere, to build on these experiences.  Self-evaluation is not thorough enough to enable the childminder to identify areas for development, keep up to date with changes and improve the quality of teaching.

p.1

It has the following strengths

 Children have warm and affectionate relationships with the childminder. She provides them with comfort and reassurance, which helps them to settle in quickly and feel emotionally secure.  The childminder plans regular outings to community groups and around the local area, which help to support children's social and physical development.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 improve understanding of the safeguarding procedures to follow in the event of an allegation being made, to help protect children from harm 07/12/2016

p.2

Due Date

 plan and provide activities and learning opportunities that build on what individual children know and can do, to help them make consistently good progress across all areas of learning 14/12/2016

p.2

Due Date

 improve partnerships with parents to obtain information about children's development, to plan activities and experiences that meet their individual learning needs. 14/12/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 develop partnerships with other settings that children attend to enable a regular two- way flow of information about children's care and development, to provide consistency in meeting children's needs  make effective use of self-evaluation to identify and target areas for improvement, to keep up to date with changes and improve the quality of teaching.

p.2

Inspection activities

 The inspector observed the children playing with the childminder.  The inspector viewed the available play areas and resources.  The inspector considered the views of parents by reading feedback written for inspection purposes.  The inspector held discussions with the childminder at appropriate times during the inspection including about safeguarding procedures and how she supports children's learning.  The inspector sampled documentation including policies and procedures, suitability checks for the childminder's family and the childminder's training certificates.

p.2

Effectiveness of the leadership and management requires improvement

Safeguarding is effective. The childminder has a suitable understanding of child protection issues and procedures. However, she is not fully aware of what action to take regarding an allegation against herself or a member of her family, to ensure children's safety at all times. The childminder effectively risk assesses her home to remove hazards and keep children safe as they play. The childminder monitors children's progress appropriately to identify gaps in their learning, although she does not use this information well to provide the consistent support and challenges children need. Self-evaluation is not fully effective to help the childminder identify and target areas for development and improve the quality of teaching. For example, she has not recognised the impact of the limited learning opportunities and challenges she provides for children.

p.3

Quality of teaching, learning and assessment requires improvement

The childminder does not plan activities well enough to take account of what children already know and can do, and provide them with a good balance of adult-led and child initiated learning experiences. Children enjoy choosing what to play with but, at times, the lack of challenge and support from the childminder restricts the progress they make. The childminder's partnerships with parents and other settings children attend are not fully effective to ensure that children receive the individual support they need. For example, the childminder does not find out from parents the advice they receive from other professionals, and she does not find out what children learn at other settings, to provide consistency in children's experiences. Overall, the childminder supports children's communication and language skills appropriately. For instance, she talks to them using simple language, helping to put words to their actions as they play.

p.3

Personal development, behaviour and welfare require improvement

The childminder does not provide a broad range of activities and resources that motivate and engage children to explore and learn more effectively across all areas of learning. Children listen to the childminder and follow her instructions and suggestions well, such as helping to tidy up toys before getting more out. The childminder frequently praises their efforts, which effectively builds children's self-esteem and sense of well-being. Although the childminder teaches children about safe practices, she does not have a secure knowledge of all safeguarding procedures to ensure children's welfare at all times.

p.3

Outcomes for children require improvement

Children acquire some of the skills they need for future learning and moving on to school. For example, they confidently make independent choices in their play. However, they do not make good progress in all areas of their learning because activities and support generally lack challenge and do not consistently meet children's next steps.
