This provision is inadequate

 Children's safety and welfare are significantly compromised. The provider does not ensure that the premises are clean, safe and fit for purpose. Risk assessments are not consistently applied to identify and address hazards to children in the playrooms and the outdoor area.  The provider does not ensure that there are suitable facilities for the hygienic preparation of food and not all staff involved in preparing and handling food have received training in food hygiene.  The provider does not ensure that there are always sufficient staff to supervise children and meet their care needs. Staff do not ensure that they have prior written permission from parents before administering medication.  Observation, assessment and planning procedures are not effective in supporting children to make good progress. The provider and key persons do not adequately monitor children's learning to ensure they are making progress from their individual

p.1

It has the following strengths

 Staff are warm and caring. They immediately give children praise for any achievements, which helps to raise their confidence and self-esteem.  The provider and staff have worked hard to improve partnerships with parents. Information for parents is provided and their contribution is valued.

p.3

Effectiveness of the leadership and management is inadequate

The provider has failed to address some of the weaknesses identified at the last inspection. This is having a significant impact on children's safety, learning and development. The arrangements for safeguarding are ineffective. The provider has opened the baby room before building work and renovations have been completed. This means that the youngest children have access to building materials and tools. There is exposed wiring and insufficient lighting in the hallway and dirty carpet on the stairs. In addition, staff do not carry out effective risk assessments of the playrooms and outdoor area to identify all the hazards accessible to children. For example, staff fail to notice rubbish and broken toys that pose a risk, and children use the slide on a hard, uneven concrete play surface. Nonetheless, staff are receptive and take some steps to keep children safe when hazards are pointed out during the inspection. Staff have a reasonable understanding of

their responsibilities in relation to child protection issues, such as recognising the symptoms of abuse and neglect. The provider completes the relevant background checks to ensure staff's suitability, before they are left unsupervised with the children. However, at times, there are insufficient staff deployed to cover staff absences, particularly at the start of the day. This means that the staff are overly stretched while delivering activities, dealing with domestic tasks and trying to ensure all children and babies remain happy and settled.

p.4

Quality of teaching, learning and assessment is inadequate

Although the provider and most of the staff are qualified, they do not have high enough expectations of what children can achieve. The provider has started to use supervision meetings to identify aspects of teaching that require improvement. However, there have been significant staff changes since the last inspection so progress in raising the quality of teaching has been limited. Although the provider models good practice and keeps children engaged in stories, some activities lack inspiration and do not keep children interested. There are also times in the routine when children are disengaged and spend time waiting around without any activities to motivate and enthuse them. Staff make some observations of children's achievements as they play but assessment is weak as staff are not tracking how well children make progress. The provider is not monitoring the achievements being made by individual children or the different groups of children. This

means targeted support is not promptly put in place when there are gaps in learning emerging. Consequently, children with special educational needs or disabilities and children who speak English as an additional language do not receive enough support to help them make good progress.

p.4

Personal development, behaviour and welfare are inadequate

Systems for administering medication are not robust and this puts children's health and welfare at risk. Staff do not always make sure that parents have given written parental permission before they administer medication. The provider has not ensured that the kitchen has suitably hygienic facilities to prepare food. On the day of inspection, staff were using chopping boards that were not clean. In addition, not all the staff who are involved in preparing food and cooking meals have received training in food hygiene. Nonetheless, children are learning about the importance of personal hygiene and talk about eating healthy fruit and vegetables. Children are beginning to learn right from wrong as the staff team suitably supports them to understand their expectations for positive behaviour. Staff explain to children why they need to be kind to one another, share their toys and use good table manners.

p.4

Outcomes for children are inadequate

Not all children are supported to make the progress that they are capable of. Gaps in children's learning are not highlighted as the information gathered through assessment is not precise or consistent. Children are not being prepared well for what they need to learn next or for when the time comes to move on to school. However, some children are beginning to look at books for pleasure and talk about numbers, colours and shapes in their play.
