p.1

This provision is inadequate

 Children's safety and welfare are compromised. On occasions, the childminder leaves children in the care of unvetted adults. She fails to implement an effective safeguarding policy in line with Local Safeguarding Children Board guidance and has a weak understanding of reporting allegations and concerns. She does not know if a child may be at risk of harm or extreme views.  The childminder does not understand all the changes she must notify to Ofsted that may affect her suitability and the effects of these on children's care and safety.  The childminder does not obtain prior written parental permission for each specific medication for children, placing their health at risk.  The childminder has failed to meet actions raised at previous inspections or recognise the effects of further weaknesses in her provision. Her capacity to improve is poor. She does not meet the requirements of the Early Years Register and the Childcare Register.

p.1

This provision is inadequate

 Children do not make good progress. The childminder does not monitor or assess children's learning effectively from the start or focus on what they need to learn next.  The childminder fails to complete a progress check for children attending aged between two and three years, and does not share enough information with parents and others. Her interactions are not effective enough to identify and target weaker aspects of each child's learning, including those who need more support or require more challenge.

p.1

It has the following strengths

 Children recognise the letters in their names and link these to the sounds they make.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action

p.2

What the setting needs to do to improve further

We will issue a Welfare Requirements Notice requiring the provider to:

p.2

Due Date

 ensure children are not left in the care of individuals whose suitability has not been checked, and who have not been notified to Ofsted, during any time that you are responsible for their welfare 03/02/2017

p.2

Due Date

 implement up-to-date policies and procedures to safeguard children that are in line with the procedures of the Local Safeguarding Children Board, including understanding of what to do and who to contact should an allegation be made against a household member or adult in contact with children 03/02/2017

p.2

Due Date

 obtain an up-to-date understanding of all safeguarding matters, including emerging child protection issues, so that any signs and symptoms a child may be at risk of harm are identified quickly and responded to in a timely and appropriate way 03/02/2017

p.2

Due Date

 improve knowledge of any events that must be notified to Ofsted, including any allegations, changes in health, or household improvements, that are likely to affect the quality of care or the space available to children 03/02/2017

p.2

Due Date

 implement an effective policy and procedures for administering medicines to children that includes obtaining prior written consent for each and every medicine from the child's parent and/or carer before administering it 03/02/2017

p.2

Due Date

 enable a regular two-way flow of information with parents and/or carers, and between providers, if a child is attending more than one setting 03/02/2017 To meet the requirements of the early years foundation stage the provider must:

p.2

Due Date

 complete the required written progress check for each two-year- old child, highlighting areas in which the child is progressing well and where some additional support may be needed, and ensure a written summary of this is shared with their parents promptly 03/02/2017

p.3

Due Date

 use observation and assessment effectively to identify children's starting points in learning accurately; and to identify and plan for what each child needs to learn next, sharing this information with their parents 03/02/2017

p.3

Due Date

 monitor the educational programmes effectively and improve the quality of interactions with children to identify and target weaker aspects of their learning, including for children who need more support and for those who require more challenge. 03/02/2017

p.3

Inspection activities

 The inspector viewed the areas of the childminder's home used for childminding.  The inspector talked to the childminder about the children's development.  The inspector examined a selection of documentation, including children's records.  The inspector observed the childminder's interactions with the children and discussed their learning.  The inspector took into account parents' written reviews.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder fails to ensure that children are adequately supervised. She leaves them with adults whose suitability has not been determined by Ofsted for short periods of time when she attends appointments, placing them at risk of harm. The childminder does not implement an appropriate safeguarding policy that is in line with the Local Safeguarding Children Board procedures. She has a poor understanding of the signs and symptoms that would indicate a child may be at risk of harm, including being exposed to extreme views or behaviours. The childminder is unsure of who to contact to report a concern about a child or what to do in the event an allegation is made against her or another adult in contact with the children. The childminder is unclear of the changes she must notify to Ofsted. For example, she has failed to inform Ofsted of changes to her health so that checks can be made to assure her ongoing suitability to care

p.4

Effectiveness of the leadership and management is inadequate

for children. In addition, she has not notified Ofsted of recent refurbishments in her home that included temporary reductions in the play spaces available to children. The childminder has failed to take effective action to address the many weaknesses in her practice relating to safeguarding, some of which were raised at previous inspections. Therefore, these actions remain. She has also declined support from the local authority, which has led to further weaknesses occurring in her practice. The childminder fails to share information with other early years providers and parents to support children's learning effectively. She fails to monitor each child's achievements and does not identify or act on more-able children's slower rates of progress.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder supports children's learning and development in some areas. However, she does not use what she knows about children's individual learning to add appropriate challenge to their activities. This limits the rate at which they make progress in readiness for school. The childminder also fails to provide parents with the required summary of two-year-old children's progress to support their learning at home. Children are developing their mathematical understanding. For example, the childminder encourages them to name the numbers they see in a matching game. Children choose what they want to play with and the childminder sometimes sits and talks with them as they play.

p.4

Personal development, behaviour and welfare are inadequate

Children's welfare and safety cannot be assured. Weaknesses in safeguarding have a significant impact on children's personal development and their well-being. The childminder fails to implement an effective procedure to administer medicines. She does not obtain prior written consent from parents for each and every type of medication prior to administering it. These weaknesses place children at risk of receiving an incorrect measure of medication and of being given medication that has not been prescribed for them. Despite these serious failings, the childminder has a kind nature and children enjoy her company. They are polite, well behaved and respectful of the house rules. The childminder promotes children's understanding of healthy lifestyles, for example they enjoy fruit snacks and balanced meals.

p.4

Outcomes for children are inadequate

Overall children do not make sufficient progress from their starting points. Children who have higher than average starting points do not receive enough challenge to extend their existing abilities effectively. However, some children have a suitable range of skills in readiness for school. For example, they recognise and write familiar letters from their name and learn to manage their personal care needs. Children confidently talk to adults and make choices in their play.
