p.1

This provision is inadequate

 The childminder has failed to hold a valid paediatric first-aid qualification for nine months and has continued to care for children during this time. She does not ensure that her first-aid box has appropriate contents to treat children's injuries. These weaknesses place children's welfare and safety at significant risk.  The childminder does not encourage parents to share their children's achievements at home to provide a more consistent approach to meeting each child's needs.  The childminder does not track children's stages of development accurately when they first attend to identify where they are starting from in their learning. She does not ensure that planned activities offer sufficient challenge for each child. Children are not making the progress of which they are capable.  Self-evaluation is weak. The childminder has not met the action and recommendations set at the last inspection. She is in breach of a number of requirements for the Early

Years Register and the Childcare Register.

p.1

It has the following strengths

 Children enjoy the childminder's company and settle in well, which helps to develop their emotional well-being.  The childminder provides opportunities for children to develop their physical skills. For example, she encourages them to explore her garden and use different play equipment.

p.2

Inspection activities

 The inspector checked areas in the property used for childminding.  The inspector spoke with the childminder at appropriate times throughout the inspection.  The inspector viewed documentation, including children's records, policies and procedures.  The inspector observed activities and interactions between the childminder and the children throughout the inspection.  The inspector read through the childminder's completed self-evaluation form.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder has failed to maintain a valid paediatric first- aid qualification for the last nine months, during which she had her previous inspection. Although this weakness was raised as an action to improve, the childminder did not take the necessary steps to address this breach of requirement. In addition, her first-aid box is not suitably equipped to help her deal with children's accidents and injuries effectively. The childminder knows the signs that a child may be at risk of harm, including if they are being exposed to extreme views and behaviours, and understands how to report any concerns. Generally, the childminder shares children's ongoing progress with parents. However, she does not meet the requirement to share the summary of the two-year progress check with them. She does not ask for information about their children's achievements at home to support continuity. The childminder liaises with other

childminders to discuss changes in safeguarding matters and how to improve her practice. However, self-evaluation is ineffective as she has not made any progress since her last inspection. Her capacity to improve is weak overall and the quality of the provision has deteriorated.

p.3

Quality of teaching, learning and assessment requires improvement

The childminder does not assess children's progress accurately when they initially start attending to help her plan consistently challenging activities. Nonetheless, the childminder interacts well with children and supports their communication and language skills effectively. For example, during a creative activity, the childminder showed children how to paint an egg box and asked them questions related to what they were doing. In addition, when children pretended to cook, the childminder quickly responded to their interests and helped them to make a 'pizza'. She extended their role play to teach them about colours and numbers.

p.3

Personal development, behaviour and welfare are inadequate

The weaknesses in safeguarding compromise children's safety and welfare. This means that children's well-being cannot be assured. The childminder encourages children's positive behaviour and independence. For example, she explains children's actions to them and supports them to make responsible decisions. Children learn about their culture and those of others. For example, the childminder helps them to celebrate different cultural and religious festivals, and provides resources that reflect their backgrounds and experiences. She encourages children to respect and value each other.

p.3

Outcomes for children require improvement

Children are prepared for the next stage in their learning overall. For example, they are sociable and explore their surroundings with confidence. However, the childminder does not ensure that she provides each child with consistently challenging activities to help them make good progress. At times, the children's attention is distracted by the television in the background and they lose concentration in their play.
