This provision is inadequate
The provider, who is also the manager, fails to ensure that staff implement effective security and safety measures to keep children safe. This compromises children's welfare and is also a breach of the Childcare Register requirements. Not all staff have an adequate understanding of all possible indicators that a child may be at risk of harm. This does not meet safeguarding requirements. The quality of teaching varies. Staff do not all receive the support they need to improve their teaching skills and their interaction with children. This hinders children's learning and they do not make good progress towards the early learning goals. Staff do not take sufficient account of the needs of younger children when organising routines and activities. Sometimes the young children wander around and are not engaged in purposeful play. The provider's self-evaluation is not strong enough to help her identify areas where

improvement is needed to provide good-quality care for children.
p.1
It has the following strengths
Children come into pre-school happily and show that they have trusting relationships with the staff, and are building friendships with each other. The staff team create an inviting play environment each day with a varied range of activities. Parents are suitably informed about their children's care and learning.

What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
The inspector observed activities indoors and outdoors, and the interaction between the staff and the children, and looked at the play equipment and resources. The inspector completed a joint observation with the manager to discuss the impact of teaching after viewing activities. The inspector spoke with the manager, staff and some parents. The inspector looked at documentation, including a sample of children's developmental records, planning and staff suitability records. The inspector discussed systems used to evaluate the pre-school.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider and staff do not ensure that children are unable to leave the premises unsupervised at the start of the session and cannot access storage cupboards that have been deemed unsafe for children to enter. Senior staff have completed safeguarding training and understand the procedures to follow if they have concerns. However, new staff do not have a clear knowledge of child protection issues to enable them to protect children. The provider checks the suitably of staff to work with children adequately. She has identified that new staff need support to develop their knowledge and skills but has not taken any action to organise this. The weaknesses in staff practice have a negative impact on children's learning and development. The provider has established links with other professionals involved in children's care and follows their advice to help support children with specific needs. Staff use suitable arrangements to

help them to monitor and assess the children's progress in their learning and development.
p.3
Quality of teaching, learning and assessment requires improvement
The quality of teaching is variable. Some staff do not have a clear understanding of how to extend children's learning experiences and provide them with a good level of challenge. Children enjoy a wide range of play activities and experiences, indoors and outdoors. However, some staff do not respond to what children are doing and saying during activities, missing the chance to help children to learn more. Children have regular access to creative play activities, such as dough, water and sand. They enjoy using toy animals to make prints with the paint. The older children use their imagination well as they join in pretend play with their friends and share their ideas, helping them to build friendships.
p.3
Personal development, behaviour and welfare are inadequate
Children's safety and welfare are compromised by staff's inconsistent safeguarding practice. Staff provide a welcoming environment with resources that are readily available to encourage children to make independent choices about their play. However, at times, younger children do not receive the support they need. They do not engage in the play activities and lose interest, and during group activities they distract others. Overall, staff interact with children in a warm and friendly manner. They provide support to help children to learn how to manage their behaviour, such as to use 'kind hands' and to share with each other.
p.3
Outcomes for children require improvement
Children do not make the best possible progress in their learning to prepare them fully for their future learning. They gain some appropriate skills for the future. For example, they independently pour drinks and select fruit at snack time. Children join in with songs and action rhymes with enthusiasm, showing care and control as they move their bodies and develop their physical skills. Older children move around the setting freely; showing confidence and developing their independence.
