This provision is inadequate
The provider and manager have a poor understanding of the early years foundation stage requirements and this results in a number of requirements not being met. They do not use induction and supervision to effectively monitor and improve staff practice. Staff deployment, activities and resources are poor. Children are not engaged in purposeful play and wander around in search of other things to do. Teaching is ineffective. Staff do not use information from parents or their observations to make precise assessments of children's learning, to plan suitable challenging activities. Checks for two-year-old children are not completed and staff do not provide parents with a short written summary of their child's progress. Staff do not demonstrate their understanding about how to provide effective support for children who speak English as an additional language or those who may have special educational additional needs.
p.1
This provision is inadequate
The key person system is ineffective in meeting children's individual needs or in building relationships with parents. Information provided to parents about the setting is limited, including details about how to contact Ofsted. Self-evaluation is weak. The provider and manager do not sufficiently drive improvement. They do not effectively implement an action plan put in place by the local authority.

Inspection activities
The inspection was carried out as a result of the provider not meeting previous welfare requirements notices. The inspector looked at documentation relating to children's learning records, the nursery action plan, evidence of staff suitability and safeguarding policies and procedures. The inspector observed the quality of teaching indoors and outdoors to assess the impact on children's learning. The inspector conducted a joint observation with the manager. The inspector took into account the views of parents spoken to on the day of the inspection.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The arrangements for staff induction and supervision are poor. The manager and staff are not provided with the support and coaching they need to help them improve their practice and to have a clear understanding of fulfilling their roles and responsibilities. Staff do not always supervise children appropriately and this results in children playing in the toilets which goes unnoticed until the inspector draws this to the manager’s attention. The provider and manager do not monitor the quality of teaching to ensure staff have a secure understanding of appropriate teaching strategies, to help ensure those children who may need additional support, make good progress. The provider and manager have regular input from the local authority to help identify areas for improvement. However, the provider has not successfully implemented an action plan to secure the improvement required. The provider is not providing sufficient information for

parents to help them be aware of the nursery's policies and procedures, how the early years foundation stage is being delivered, how the nursery supports children with additional needs and details about how to contact Ofsted. Vetting and recruitment processes are in place to make sure staff are suitable. Staff have a secure understanding of the setting's safeguarding procedures and the local safeguarding children’s board procedures. Staff carry out risk assessments to ensure children access activities safely.
p.4
Quality of teaching, learning and assessment is inadequate
Teaching is inadequate. Staff do not use their observations of individual children to appropriately plan children’s learning. Staff do not engage parents well enough in their children’s learning and development and how they can share in their learning at home to help them improve. Children’s learning is not well planned and resources are poor. This means children do not sustain their interest in the minimal activities provided and wander around aimlessly. Older children sometimes receive useful support in developing their communication and language, as staff allow them to think about how to build a house with wooden blocks. However, children receive little support to think and talk about what they are learning, as some staff complete activities for children, such as when making play dough.
p.4
Personal development, behaviour and welfare are inadequate
Ineffective staffing arrangements means that children do not settle or build secure relationships with a key person. Children aged two and under, who are new to the setting remain clingy as they are passed between different staff, resulting in them being unsettled. Children do not have a key person on hand to meet their individual needs. For example, some two year old children remain less confident and run cars up and down storage units and do not engage in purposeful activities. Not all parents know who their child’s key person is, to help build secure links between home and the nursery. During snack and lunch times, staff do not involve, encourage or support the more able children to develop their independence skills. Children do not routinely learn how to take care of their environment by, for example, being involved in tidying up.
p.4
Outcomes for children are inadequate
Children do not make the progress they should because teaching is poor. Children are not progressing within the expected ranges of development, as staff do not track individual children’s progress. For example, children who speak English as an additional language or those children with emerging developmental concerns do not make adequate progress, as staff do not have or implement an individual learning plan to help support their future learning and progress. Children are not prepared well for their next stage of learning.
