This provision is inadequate

 Since the last inspection the childminder has not taken effective action to improve her knowledge and understanding of the learning and development requirements. The quality of teaching continues to be weak and children make inadequate progress.  The childminder does not carry out accurate assessments of children's progress. She does not identify any gaps in achievement or plan activities that support individual children's next steps in learning. Her lack of knowledge limits children's development.  The childminder does not allow children sufficient opportunities to choose resources and equipment, to allow them to follow their interests and initiate their own learning.  The childminder does not always work closely with parents to gather or share information in order to consistently support children's continuous learning.  The childminder does not evaluate her practice effectively. She does not tackle key

areas of identified weakness to raise outcomes for children.

p.1

It has the following strengths

 The childminder maintains an up-to-date first-aid qualification.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 improve knowledge of the learning and development requirements and provide children with challenging experiences and activities, across all areas of learning, that meet their individual needs and help them make good progress 24/02/2017

p.2

Due Date

 improve the use of observation and assessment to gain an understanding of children's starting points and achievements, and use this information to plan activities to meet their next steps in learning 24/02/2017

p.2

Due Date

 ensure equipment is organised in a way that meets the needs of the children and is easily accessible so they can follow their individual interests and make their own decisions in their play 24/02/2017

p.2

Due Date

 establish a regular two-way flow of information sharing with parents on the range and type of activities and experiences provided for children, and how parents can share learning at home. 24/02/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make effective use of self-evaluation to ensure that breaches of requirements are identified and addressed, target areas for improvements and raise outcomes for children.

p.2

Inspection activities

 The inspector observed the quality of teaching and assessed the impact this has on children's learning.  The inspector sampled a range of documents, including children's information, accident and incident records, resources and equipment, safeguarding and suitability procedures, qualifications and training certificates, self-evaluation, attendance registers and a selection of policies and procedures.  The inspector spoke with the childminder and children at appropriate times during the inspection.  The inspector took into account the views of parents from written feedback letters.

p.3

Effectiveness of the leadership and management is inadequate

The childminder continues to have a poor understanding of the learning and development requirements. This means her knowledge is not sufficient to fulfil her role and responsibilities. For example, the childminder does not monitor or track the progress children make. Her lack of understanding means she is unable to identify children's capabilities, or close any emerging gaps in their development. The childminder has a childcare qualification and attends some training. However, she does not use her qualification well enough to improve weaknesses in her teaching practice, and monitor the impact that this has on improving the outcomes for children. In addition, parents receive limited information about their child's progress and achievements, to extend children's progress at home. Safeguarding is effective. The childminder has a suitable understanding of current child protection legislation. She knows the procedure that she would follow

p.4

Effectiveness of the leadership and management is inadequate

should she have any concerns about a child's welfare.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not observe and assess children's achievements. She does not effectively plan activities that provide appropriate levels of challenge for children to help them make good, or better, progress. The quality of teaching is extremely weak and children's learning is incidental. For example, when children identify numbers, letters and shapes incorrectly, the childminder does not help them learn the correct ones. The childminder does not respond to children's interests. For example, when they ask the childminder if she will look at a book with them she quickly replies, 'No, we can do this next time'. The childminder does not challenge children as they learn. For example, she asks questions that require no more than a one word answer, such as when supporting them to draw pictures for their 'Papa'. This results in minimal learning.

p.4

Personal development, behaviour and welfare are inadequate

The childminder has failed to improve the organisation of her setting and her environment is still very poorly resourced. The childminder does not provide children with independent access to toys and equipment that are appropriate to their developmental stage. This does not support them to develop a positive attitude towards their learning. Children follow appropriate hygiene routines and behave well. Children have some opportunities to learn how to keep themselves safe and have access to daily fresh air. Children learn to respect similarities and differences and celebrate different festivals.

p.4

Outcomes for children are inadequate

Children do not make adequate progress from their starting points. They do not acquire all of the skills they need for their future learning and for school. Children are often disengaged and spend long periods wandering because activities do not interest them.
