This provision is inadequate
The childminder does not have a sufficient understanding of current safeguarding children issues. She lacks knowledge of the possible signs and symptoms that may indicate a child is at risk of harm. This compromises children's welfare and is also a breach of the Childcare Register requirements. The childminder has failed to raise the quality of her teaching. She does not interact well with children or make effective use of the activities to support their communication and language development and understanding of positive behaviour. The childminder continues not to use assessments effectively. She still does not monitor children's learning accurately or plan challenging experiences to engage all children. Children do not make sufficient progress in relation to their starting points. The childminder does not provide parents with information about the early years foundation stage to involve them in guiding their child's learning at home.
p.1
This provision is inadequate
Self-evaluation is weak. The childminder has implemented a few changes since her last inspection, but these are not sufficient to improve the quality of the provision.
p.1
It has the following strengths
The childminder has established links with the other settings children attend. For example, she uses a communication book to exchange information. Older children make their own activity choices confidently to support their independent play.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2
Inspection activities
The inspector observed activities and the quality of the childminder's interaction with the children. She also discussed the effectiveness of an activity with the childminder. The inspector observed the management of children's care routines. The inspector looked at children's assessment records. The inspector sampled the childminder's documentation and discussed her knowledge of the requirements of the early years foundation stage.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not have a sufficient understanding of the potential risks to children and has not kept up to date regarding new guidance. This compromises children's safety and welfare. The childminder has undertaken some professional development since the last inspection. However, she has failed to evaluate her provision or make significant improvements to the quality of children's care and learning. For example, she does not use the newly introduced tracking system to accurately assess children's development. In addition, she does not use the assessments to provide challenging experiences to help children make good progress. The childminder provides parents with copies of her policies and procedures, but no information about the early years foundation stage and how parents can be involved in their children's learning.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder does not have a good understanding of children's developmental needs. She plans some activities to help them achieve their next steps in learning, but does not use these to challenge children appropriately, and some lose interest. The childminder does not support children's communication and language skills well and some younger children make limited progress. For example, she does not encourage older children to listen, but instead asks them to 'be quiet' or 'hush' when they shout. She rarely talks through younger children's actions and misses opportunities to reinforce many of their sounds and words to support their language skills. Otherwise, the childminder encourages older children to count and use their imaginations in play.
p.3
Personal development, behaviour and welfare are inadequate
The childminder does not ensure children's welfare and safety due to weaknesses in her safeguarding knowledge. She provides a range of toys for children to choose and space to play freely. However, the childminder does not interact well with younger children who regularly wander around looking at toys by themselves and she makes limited attempts to engage them in activities. The childminder reminds children to use good manners, but otherwise does not manage their behaviour consistently. For example, children often continue unchallenged after she has asked them not to do something and she does not explain to children why their actions are not acceptable.
p.3
Outcomes for children are inadequate
Children do not develop the skills for their future learning and are not well prepared to move on to school. Older children do not learn about acceptable behaviour. Younger children do not make adequate progress in their speech and language development and are not motivated to engage well in play due to the poor teaching. Children have some opportunity to write and use one-handed tools to support their early writing skills.
