This provision is inadequate

 The childminder administers medication without gaining prior written consent from parents to do so. She also fails to keep a record of medication given. This puts children's well-being at risk.  The childminder does not understand her responsibility to maintain required documentation to safeguard children's welfare. For example, she does not keep a record of children's attendance and any accidents they sustain in her care. Vehicle insurance was not available at the inspection.  The childminder does not monitor children's progress. She fails to plan for their next steps in learning or purposefully interact with children to challenge them during play. Activities provided are mundane and fail to engage children's interest. Children make inadequate progress in readiness for school.  The childminder does not gather information from parents about what children know and can do before they start. She fails to ensure that parents are informed about the

ongoing progress their children make and how to support children's learning at home.  Self-evaluation is ineffective. The childminder fails to identify the breaches of requirements, including those relating to the Childcare Register.

p.1

It has the following strengths

 Children have opportunities to be active as they play at the park.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 implement an effective policy and procedures for administering medicines to children that include obtaining prior written consent from the child's parent and/or carer for each and every medication before administering any, and keep a record of each time medicine is administered to a child 14/02/2017

p.2

p.2

Due Date

 identify the individual needs, interests and stage of development of each child and use this information to plan challenging and enjoyable experiences that cover all the areas of learning and development effectively. 14/02/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 improve the effectiveness of self-evaluation to identify areas for improvement and address professional development needs, including knowledge of any changes in childcare practice, to fully support children's care, learning and development.

p.2

Inspection activities

 The inspector was shown the areas of the childminder's home used for childminding.  The inspector talked to the childminder about the children's development.  The inspector examined a selection of documentation, including children's records.  The inspector observed the childminder's interactions with the children and discussed their learning.  The inspector took into account parents' written reviews.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder has a poor understanding of the documentation she is required to keep, which compromises children's safety and well- being. She fails to keep a record of children's hours of daily attendance. She fails to keep a record of injuries that children sustain and any first-aid treatment she has administered. On the day of the inspection, the childminder was unable to locate documentation that demonstrates vehicles used to transport children are adequately insured. The childminder knows the signs and symptoms that could indicate a child is at risk of harm and knows what to do if she has any concerns. The childminder does not recognise the weaknesses in her practice. She does not accurately monitor children's progress in their learning or the effectiveness of her provision. She is unaware if children are making progress or whether there are any gaps in their learning.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not adequately work in partnership with parents to assist her planning for children's learning. Teaching is not matched to the needs of the children, and the childminder's interactions with children are poor. For example, she does not support their language development and often leaves children to play on their own. The childminder fails to use opportunities arising from children's play to support their learning. For example, during a play dough activity, she focused solely on repeatedly asking a child about the colours they saw, even though they had a good awareness of colours. The child quickly lost interest in the activity and moved to watching television. The childminder does not plan effectively for children's learning. For example, a resource for weighing and measuring could not be used as parts of it were inaccessible to children. The poor selection of planned activities limits children's motivation to learn.

p.4

Personal development, behaviour and welfare are inadequate

Children's safety and well-being are compromised due to the weaknesses in the childminder's management of her provision. The childminder teaches children about hygiene practices and encourages them to develop their self-care skills. She supports children's understanding of healthy lifestyles. For example, children are supported to prepare their fruit snacks. Children are polite and well behaved.

p.4

Outcomes for children are inadequate

Children do not have enjoyable play experiences. Activities planned for them are not appropriate for their age and stage of development. Children do not develop their concentration and perseverance. They have few opportunities to develop their writing skills or understanding of number. Children do not develop the skills needed for the next stages in their learning, including school.
