This provision requires improvement. It is not yet good because:
The provider has not ensured that all required documentation is available for inspection. There was no evidence of suitability checks for all adults, public liability insurance or the certificate of registration. At times, staff do not remove waste bags from the play areas promptly to support children's health and well-being effectively. The quality of teaching is inconsistent between members of staff. The provider does not ensure that staff plan suitably challenging activities and experiences to support children's learning needs effectively. Children do not make good enough progress. Self-evaluation is not used effectively to identify breaches of requirements and other weaknesses in practice. Staff do not consistently build on children's interests and spontaneous play to help them extend their learning further.
p.1
It has the following strengths
Staff build successful partnerships with parents and other professionals who work with children. They share information about children to help support continuity. Children are happy and form suitable relationships with staff and each other. They enjoy group activities and freely share and take turns in their play. This helps to support their emotional well-being.

What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

To further improve the quality of the early years provision the provider should:

make effective use of self-evaluation to identify and take action to address weaknesses in practice, including where there are breaches of requirements, and to raise the quality of care and outcomes for all children build on children's emerging interests and spontaneous play to help consistently extend their learning and engagement.
p.2
Inspection activities
The inspector observed the quality of teaching during activities and assessed the impact of this on children's learning. The inspector carried out a joint observation with the manager. The inspector held discussions with the provider, manager and staff and spoke to children. The inspector looked at available documentation including evidence of the suitability and qualifications of staff, children's progress records, and the policies and procedures.
p.2
Effectiveness of the leadership and management requires improvement
There have been recent changes to the staff team. The new manager has not had sufficient time to address all the weaknesses in the quality of teaching. However, she has begun to meet with staff on an individual basis to discuss their practice and is working with local authority advisors. Self-evaluation is not effectively used to identify all aspects of the provision which require improvement. The provider was unable to provide evidence of his Disclosure and Barring Service check and public liability insurance. He does not ensure the certificate of registration is on display for parents, as required. All visitors to the setting are asked to sign in and their identification is checked. Risk assessments are carried out daily. However, staff do not ensure the environment is consistently free from hazards after tidying up. Safeguarding is effective. Staff know how to identify if a child is at risk and the importance of recording concerns. They attend training to inform them of
p.3
Quality of teaching, learning and assessment requires improvement
Children have access to a variety of play materials and resources, which they freely select. Staff observe children's play. However, they do not use this information effectively enough to consistently provide children with suitable challenge to help them make the best possible progress. On occasions, some staff do not consistently extend children's learning. For example, they miss opportunities to encourage children to think and talk about the colours they are using while painting pictures. Staff use information from parents to help them identify children's initial learning needs. They involve parents in their children's learning and discuss their development.
p.3
Personal development, behaviour and welfare require improvement
Children are curious and imaginative. For example, staff provide resources such as flour to represent a winter scene. Children explore this and enjoy the way it feels and how it reacts to their touch. Arrangements for children who are in nappies are appropriate. The environment is clean and well organised. However, at times, staff do not always remove waste bags promptly, leaving them in areas where children play. This does not support their health and well-being effectively.
p.3
Outcomes for children require improvement
Children are generally well prepared for school. However, weaknesses in the quality of teaching do not fully support children to make the best possible progress. Children enjoy developing their physical skills. For example, they balance on stepping stones outside. Children talk about their play, which helps them to develop their communication and language skills. They learn about routines, for example children follow the daily activities on a timetable with pictures.
