This provision is inadequate
The childminder fails to meet the requirements of the early years foundation stage and a number of requirements of the Childcare Register. The childminder does not have a good enough understanding of the signs and symptoms that may indicate a child is at risk of harm. She is not confident in the procedures to follow in the event of a concern, to ensure prompt and appropriate action is always taken to help keep children safe. The childminder does not ensure children's safety. The premises are not secure and she fails to maintain a daily record of children's attendance. The childminder has a weak understanding of the learning and development requirements including the need to check children's progress. The quality of teaching is poor. Children fail to acquire the skills and capacity to learn effectively and are not ready for the next stage in their learning. The childminder fails to support children's awareness of their own cultures and that of

others to help them develop a respectful understanding of diversity. Self-evaluation is weak. The childminder has attended some training and implemented a few changes since her last inspection. However, these improvements are not sustained and do not improve the quality of the provision for children.

Inspection activities
The inspector observed activities in the childminder's home. The inspector spoke to the childminder and children at appropriate times during the inspection. The inspector looked at children's records and a sample of other documentation including policies and procedures. The inspector took account of the provider's self-evaluation and feedback from parents.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder is unable to identify signs and symptoms that may mean a child is at risk of harm, and is unsure of the procedures to follow should she have a concern. This may delay appropriate action being taken and compromises children's safety. The childminder uses stairgates to prevent children from accessing the front door. However, she leaves the door unlocked, which does not ensure that unauthorised persons cannot gain entry to the premises. The door is not in sight or hearing of the play area, therefore the childminder would not be aware if the door was opened by an intruder. The childminder fails to record times of children's attendance, which puts children at increased risk. Parents receive some information about activities and outings, so they know what their children have done each day. The childminder does not reflect on her provision well enough to help her identify and address all areas for
p.4
Quality of teaching, learning and assessment is inadequate
The quality of teaching is poor and does not take account of children's individual needs. The childminder has a very basic awareness of children's interests, but does not understand how to plan and provide age-appropriate activities to support children to achieve the next steps in their learning. She does not monitor children's progress to enable her to identify any gaps in their learning. The childminder engages in some discussions with children as they play, however she does not consider how this interaction can be targeted to extend children's skills. For example, when young children babble as they learn to talk, she fails to interact well with them to encourage them to play with words and sounds and extend their language skills. Children have some opportunities for physical play outside.
p.4
Personal development, behaviour and welfare are inadequate
The childminder fails to protect children's safety and well-being due to weaknesses in security and her poor safeguarding knowledge. Children are encouraged to be polite and helpful. For example, they say 'please' and tidy toys away. However, the poor interaction from the childminder does not help children to have confidence in themselves and in what they can achieve. Following the last inspection, the childminder obtained limited resources to reflect diversity in an attempt to make required improvements. However, she no longer uses these, or other opportunities, to help children understand the differences in their own and other communities, to help them to recognise and respect diversity.
p.4
Outcomes for children are inadequate
Children are not prepared for the next stage in their learning. They do not receive enough support to encourage their language development, build on their awareness of letter shapes and sounds or experiment with early writing. For example, books are not easily accessible and there is no other text used in the play environment to inspire children to notice patterns or experiment with making marks.
