This provision is inadequate
The childminder fails to evaluate her provision effectively. She does not identify breaches of requirements, including those for the Childcare Register, which put children at risk. She fails to take reasonable steps to ensure children are safe such as not leaving medication within their reach. The childminder does not take reasonable steps to maintain children's good health. She does not provide children with drinking water and does not change soiled nappies promptly. This compromises children's health and well-being. The childminder fails to keep required documentation. She does not keep children's details, including dates of birth and contact details, a record of their attendance, any accidents or injuries, and medication records. The childminder does not inform parents when she has administered medication or maintain confidentiality. Partnerships with parents are ineffective. The childminder fails to gather information to

She does not complete the required progress check for all children aged two years. The childminder fails to plan interesting and challenging activities, so children fail to make the progress they should.

Inspection activities
The inspector observed children playing with toys and interacting with the childminder. The inspector toured parts of the childminder's home used for childminding. The inspector held a joint observation with the childminder. The inspector held discussions with the childminder at appropriate times. The inspector sampled a range of documents including policies and procedures.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder has a weak understanding of the requirements. Several breaches have a detrimental impact on children's safety, learning and well-being. The childminder has not made improvements since the last inspection. She still fails to maintain required records to support children's welfare including a record of children's details or the days and hours of attendance. Partnerships with parents are ineffective. For instance, she has failed to follow instructions to meet children's specific developmental needs. She does not maintain confidentiality; she has, for example, lost confidential records including details of previous attendance and information from parents about children's care needs. The childminder does not record the accidents or injuries children sustain in her care. She does not inform parents when she administers medication, which significantly compromises children's safety. The childminder is familiar

Effectiveness of the leadership and management is inadequate
with how to identify and report child protection concerns including wider safeguarding issues. She has attended training in safeguarding and first aid.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not exchange any information with other providers or professionals who are involved in the children's development. She does not effectively plan purposeful learning experiences for children. For example, the childminder provides some colouring and books, but children are neither interested nor challenged. Children fail to engage in their play and are not motivated to learn or achieve. The childminder provides babies with age-appropriate resources, such as shape sorters, but fails to interact, turning her back on them to concentrate on older children. Older children begin to use pencils and a colouring book, but soon become bored and begin to squabble. The childminder does not complete the progress check for all children aged between two and three years, as required.
p.4
Personal development, behaviour and welfare are inadequate
Children's safety and welfare are compromised. The childminder leaves medication within easy reach of children. She fails to support children's basic care needs. For example, she does not provide young children with drinking water frequently enough to keep them healthy. She does not change their nappies regularly, leaving them soiled for a significant period. Children are thirsty and uncomfortable and they soon become irritable. Frequent quarrelling limits children's capacity to make warm and close relationships with each other, to prepare them well enough for the next stage of their learning.
p.4
Outcomes for children are inadequate
Children do not make the progress they should. Babies lack encouragement and positive interaction, while older children become bored with the mundane activities provided. They are not prepared sufficiently for their next stage of learning including school.
