This provision is inadequate
The provider does not ensure that there are sufficient qualified staff working with the children at all times to meet their needs. Staff do not consistently manage all aspects of children's behaviour appropriately. Young children are allowed to leave the table and walk around still eating their food. Children do not make sufficient progress. Staff do not plan and carry out activities that meet children's individual needs. Children regularly become bored and staff do not challenge their learning appropriately. Staff do not carry out accurate assessments of children's learning and development. They do not clearly identify areas where children require extra support. Self-evaluation is weak. Although the provider has highlighted some areas to improve, she has not identified breaches of requirements and the quality of practice is poor. The provider does not work in effective partnership with others to secure funding that

is available to help support children's learning and development.
p.1
It has the following strengths
Staff have a clear understanding of the procedures to follow if they have any concerns about a child's welfare. Staff gather the views of parents and use these to help make improvements to the care they provide.

Inspection activities
The inspector observed children in the main play areas and the outside area. The inspector spoke with the provider, deputy manager, staff and children at appropriate times during the inspection. The inspector took account of parents' views. The inspector sampled documents, including safeguarding policies and staff qualifications.
p.2
Effectiveness of the leadership and management is inadequate
The provider does not ensure that there are enough qualified and experienced staff to care for the children at all times. This has a negative impact on the quality of teaching. The provider has started to work with staff to support their professional development. However, this has not yet had any effect on meeting children's learning and development needs. The provider is unable to track the progress of individuals or groups of children due to inaccurate assessments of their learning and development. Safeguarding is effective. Staff complete risk assessments and daily safety checks to help children play in a safe learning environment.
p.3
Quality of teaching, learning and assessment is inadequate
Staff are not able to correctly assess children's stages of learning and identify areas where they need to catch up. The provider has started to work on improving assessment and planning but this is in its early stages so has not yet had any impact. Staff fail to provide sufficient challenge for children. For example, they are not adequately prepared for the different age groups when they arrive in the morning. This means the oldest children are left for up to three hours with only baby toys to play with so they quickly lose interest. This fails to stimulate their development or motivate them to learn. Children do not receive as much support as possible. The provider is not aware of all the funding that is available to provide additional support for children's learning and development. Staff share progress reports with parents to involve them in their children's learning. However, due to weak assessment, it is not clear how accurate these are so parents are not fully informed

of their children's development to support their learning at home.
p.3
Personal development, behaviour and welfare are inadequate
Staff do not support children's self-esteem and confidence. For example, staff asked children to choose a book, but they then told them it was too long to read and ignored their request. Staff do not manage children's behaviour effectively at all times. For example, they teach children the importance of sharing and taking turns but fail to teach the younger children the importance of sitting down as they eat. Children use the outside areas to practise their physical skills. However, when children are waiting to go outside, they do not have anything to do and become restless.
p.3
Outcomes for children are inadequate
Children are not sufficiently prepared for the next stage of their learning and for school. Weak assessment and planning mean that activities are not matched to children's individual learning needs, limiting their progress. Children are not motivated to learn. For example, the oldest children do not have access to sufficient resources and do not take part in challenging activities at the start of the day. Children are bored and sit staring into space. They do not develop good communication and language skills due to the lack of staff interaction with them.
