This provision is inadequate
Children's safety and welfare are compromised. The childminder does not have a secure knowledge of all safeguarding procedures and has not attended recent child protection training. She does not understand emerging safeguarding issues or know how to act on any concerns about a child's welfare. The childminder does not know all the changes she must report to Ofsted. She has failed to notify Ofsted of changes to the adults living in the home and has not provided the relevant information to Ofsted for them to complete the required suitability checks. The childminder has not maintained her paediatric first aid qualification. She has failed to obtain written parental permission for the administration of children's medication. The childminder is not proactive in her professional development. She has not increased her skills to raise the quality of teaching and improve outcomes for children. Children do not make sufficient progress from their starting points in the childminder's

care. She does not work with other settings to ensure a shared approach to children's learning. She does not use information from her assessments and observations effectively to plan challenging experiences for children's next steps in learning. The childminder's self-evaluation and capacity to improve are poor. She does not meet the Early Years Register and Childcare Register requirements.

Inspection activities
The inspector and the childminder discussed the systems she uses to observe and record children's progress, and the documents she uses to support her work. The inspector completed observations of the children as they engaged in activities with the childminder. The inspector looked at the rooms and resources the children use.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder has failed to attend safeguarding training. She does not know how to recognise all the signs that a child may be at risk or how to protect children from harm. She does not know how to follow the correct procedures to report any child protection concerns. The childminder does not understand the requirement to keep Ofsted informed of significant events that affect her suitability to work with children. She has failed to inform Ofsted of changes to adults living in the household and has not supplied the relevant information to enable Ofsted to complete the required Disclosure and Barring Service checks. The childminder does not ensure she maintains a valid paediatric first aid qualification, placing children's health and well-being at further risk. The childminder does not evaluate her service adequately. She fails to recognise the weaknesses in her practice and that these result in breaches of requirements which have a

detrimental effect on children. In general, the childminder has useful partnerships with parents, which helps children feel settled. However, she does not ensure she obtains all required consent from parents to support children's welfare needs effectively.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder has failed to take effective action to improve since the last inspection. She knows the children well but does not observe and assess their learning adequately to provide them with sufficient challenge to meet their learning needs and to plan for what they need to learn next. The childminder talks to children, but her interactions are not sufficiently purposeful or consistent to meet children's needs. The childminder has not developed effective partnerships with other provisions where children also attend. For example, she does not share information to ensure consistency in children's care and learning.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in safeguarding mean children's well-being cannot be assured. The childminder is not vigilant to ensure children's health and welfare needs are met. For example, she has failed to obtain written permission from parents to administer medication to children. This puts their safety and welfare at risk. Children learn to make some healthy choices. For example, they choose from the range of fruit and vegetables the childminder provides at mealtimes.
p.3
Outcomes for children are inadequate
Children do not make sufficient progress while in the care of the childminder. They behave well and learn to use good manners, for example, to say 'please' and 'thank you'. However, the childminder's failure to remedy weaknesses in providing children with activities that challenge and extend their learning does not support them to gain the skills necessary for future learning and for school.
