This provision is inadequate
The childminder fails to meet the Early Years Register and Childcare Register requirements. Her ability to write in English is poor. She is unable to document required records without assistance to support children's well-being and safety effectively. The childminder does not keep a daily record of the times children attend, as required. The childminder does not manage children's behaviour consistently. Children do not learn to respect each other and are frequently interrupted by other children as they try to play. The play environment is disorderly. These weaknesses limit children's learning. Children do not learn enough about how to keep themselves healthy. The childminder's hygiene routines are not effective in preventing cross infection. The childminder has a weak understanding of how to monitor children's achievements effectively. She does not plan their next steps in learning or provide activities that

challenge and support their development. Children do not make sufficient progress. The childminder does not recognise breaches in requirements and the negative effects of these on children. She fails to act on weaknesses identified by others and has not made improvements to the quality of teaching and learning since her last inspection.

Inspection activities
The inspector observed activities in the childminder's home. The inspector spoke to the childminder and children at appropriate times during the inspection. The inspector looked at children's records and a sample of other documentation including policies and procedures. The inspector took account of feedback from parents.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not have a sufficient ability to complete required written records in English. She relies on her husband to complete these for her when he is available. This means that, although she has a basic awareness of the indicators a child may be at risk of harm, she is unable to take prompt and appropriate action in the event of a safeguarding concern. This compromises children's safety and well-being. The childminder fails to record times of children's attendance. This places children at increased risk as she is unable to identify any patterns of non-attendance that may give cause for concern. Self-evaluation is weak. The childminder does not reflect on her provision well enough to help her identify and address areas for improvement. She has failed to develop her skills following her last inspection to help improve outcomes for children. Ongoing discussions with parents and some links with other settings children also

attend help the childminder to share information.
p.4
Quality of teaching, learning and assessment is inadequate
The quality of teaching is poor and does not reflect children's individual needs. The childminder often misses opportunities to extend children's learning as they play. For example, when children found a spider, she failed to engage them in discussions about the insect to increase their use of language and understanding of the world. The childminder has some awareness of children's interests, but does not understand how to plan and provide age-appropriate activities to support children to achieve the next steps in their learning. She does not assess children's progress sufficiently to enable her to identify and reduce any gaps in their learning.
p.4
Personal development, behaviour and welfare are inadequate
The childminder fails to protect children's safety and well-being because she is unable to maintain the required written records. She does not support children to learn how to share and take turns to help them build strong relationships. For example, when using the musical instruments, the childminder did not encourage children to join in and work together to produce music collectively. Children do not learn enough about good hygiene routines and how to look after themselves. For instance, they do not learn the importance of hand-washing routines or when to blow their noses.
p.4
Outcomes for children are inadequate
Children fail to acquire the skills and capacity to learn effectively and are not ready for the next stage in their learning. They do not receive enough support to encourage their language development or build on their literacy skills. The childminder's low expectations of children's abilities and her weak interactions do not help them to have confidence in themselves and in what they can achieve. Children fail to become deeply involved in their play. They often lose interest in the activities, restricting their learning and disrupting others.
