This provision requires improvement. It is not yet good because:
A record of who has parental responsibility for each child is not kept. Children do not have consistently good learning experiences as staff skills vary. Planning is not clear enough for all staff to understand which children are the main focus for planned activities. Occasionally activities are not well organised, leading to children waiting too long to get ready for or to start an activity. Planned activities with a specific focus are not always carried out effectively. Babies do not always have their personal care needs, such as feeding, provided by a consistent adult.
p.1
It has the following strengths
Children are well cared for, settled and happy at the nursery. Staff are welcoming and approachable, which children respond to positively. Staff plan and provide a broad range of activities and experiences for children. They cover all the areas of learning set out in the early years foundation stage. Staff assess children's development accurately and identify appropriate next steps for children's learning.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage the provider must:

keep a record for each child of every parent and/or carer known to the setting and keep information about who has parental responsibility. 25/11/2016
p.2
Due Date
To further improve the quality of the early years provision the provider should:
p.2
Due Date
improve the planning and implementation of activities so that all staff are clear what it is intended that children will learn from an activity and which children's next steps are covered by the activity improve how activities are planned and managed so that staff know all the required equipment and materials are available, who is involved and what they are responsible for develop staff's teaching skills so that children have consistently good experiences based on clear planning and effective implementation of the plans review how staff in the baby room operate the key person system so that babies have consistent and familiar adults attending to their personal needs, such as feeding.
p.2
Inspection activities
The inspectors observed activities in both rooms of the nursery. The inspectors spoke to members of staff and children at appropriate times during the inspection and held a meeting with the owner/manager of the nursery. One inspector carried out a joint observation with the manager. The inspectors took account of the views of parents spoken to on the day of the inspection. The inspectors looked at children's records, planning documentation, evidence of the suitability of staff working in the nursery and a range of other documentation, including policies and procedures.
p.2
Effectiveness of the leadership and management requires improvement
The arrangements for safeguarding are effective. Staff have a secure understanding of the setting's safeguarding children procedure. They have appropriate knowledge of the signs that a child might be at risk of harm or have been deliberately harmed by an adult. The manager has made several positive changes to the management of the nursery since the last inspection and the more recent issue of welfare requirements notices. Information is now accessible, a new format for recording staff and children's attendance is being implemented, recruitment procedures have been reviewed and staff suitability checks are more secure. Staff have regular one-to-one meetings with the manager to discuss their work or any concerns they have, and to plan for their development. Staff are accessing childcare qualification courses at different levels. This is beginning to have some impact on their work, but there is still variability in the quality of children's experiences.
p.3
Quality of teaching, learning and assessment requires improvement
Staff use the information they have from observing and assessing children to keep parents up-to-date about children's development. They also offer advice on activities to do at home to enhance children's progress. Where staff have identified a child might need more specialist support such as speech and language therapy, they work well with the professionals involved with the child. Staff also use their assessments to plan relevant activities for children. Their implementation of the activities is weak at times. An activity about emotions took place with insufficient resources and no discussion about feelings or emotions. Some staff demonstrate a sound understanding of how children learn. Staff in the baby room model and repeat sounds and actions for babies to copy. Staff working with older children take some opportunities to extend and develop children's skills.
p.3
Personal development, behaviour and welfare require improvement
Older children are confident and independently explore their environment. Babies respond with pleasure when staff talk to them. Children behave well. They are helped by staff to understand what is acceptable behaviour in the nursery, for example, children have gentle reminders to say please and thank you as they play. When they settle to an activity children spend time concentrating on what they are doing. Children enjoy healthy meals and snacks. They have opportunities to choose some of their food themselves when they walk to the local shop and get to know more about their local environment.
p.3
Outcomes for children require improvement
Most children's development is within the range typical for their age and make steady progress. Where children are not within the typical range, staff focus their attention on the areas where children need extra support with some success at helping them to begin to catch up. Children are developing basic skills and positive attitudes to learning to support their future education. Older children handle writing tools with good levels of control and some successfully paint recognisable pictures, such as the eyes, nose and mouth features of a face. Younger children are beginning to count up to 10 with support from adults. Young babies are beginning to control their movements, for example, shaking a rattle, hearing the sound it makes and repeating their actions.
