This provision is inadequate

 The management team has not ensured that at least half of all other staff hold at least a full and relevant level 2 qualification.  Some staff do not have a sufficient knowledge and understanding of the learning and development requirements of the early years foundation stage.  Teaching is not good enough. Staff lack understanding of how to observe children, plan for their next steps in learning and assess their progress.  The procedures for supervision are not effective in providing support, coaching and training for staff. The poor monitoring has not identified the weaknesses in staff performance and teaching skills.  The process of self-evaluation is not developed sufficiently to identify where improvements need to be made.

p.1

It has the following strengths

p.2

Inspection activities

 The inspector had a tour of the setting and observed experiences available for the children.  The inspector held a meeting with the managers, who are also the providers and spoke to staff throughout the inspection.  The inspector checked the evidence of suitability and qualifications of staff.  The inspector looked at children's learning journeys and assessment documentation.  The inspector conducted a joint observation with the manager.  The inspector discussed future plans and discussed how the children's, staff's and parents' views are gathered.

p.2

Effectiveness of the leadership and management is inadequate

The management team do not have a sufficient understanding of the requirement to ensure that staff have the appropriate qualifications. The lack of qualified staff has a negative impact upon children's learning and development. The managers give staff instructions throughout their working day and they attend supervision meetings. However, these are not effective in monitoring performance and improving staff teaching skills. The managers can discuss some of the areas that are needed for development. However, they have not been proactive enough in carrying these out. This has resulted in a number of weaknesses within the provision that have not been identified or addressed. The arrangements for safeguarding are effective. Staff have a satisfactory knowledge and understanding of the signs and symptoms of abuse. They supervise children to ensure they remain safe. The managers check the suitability of staff to ensure they are fit to work

p.3

Quality of teaching, learning and assessment is inadequate

Some staff have a weak knowledge of the learning and development requirements. They do not fully understand how to observe and assess children's stages of development and the areas of learning. This limits the effectiveness of teaching and the staff's ability to plan challenging activities to support children's next steps in learning. Staff interact and engage with children as they play. They help them to operate mechanical equipment and sort correct pieces that are needed to construct train tracks. Staff communicate with children well. They hold conversations, use sign language and adapt their level of speech according to children's abilities.

p.3

Personal development, behaviour and welfare require improvement

Staff do not always effectively engage children in purposeful, challenging play experiences that best motivate them to learn. However, staff are caring and have warm, secure relationships with parents. They talk to them about their children's interests and their emotional well-being. This helps them to get to know the children better and ensure they are content and happy at the setting. Staff demonstrate appropriate manners, encourage positive behaviour and praise children in their achievements. This helps to support children's confidence and self-esteem. A healthy lifestyle is promoted and children have healthy food choices. Children learn suitable hygiene routines and staff ensure that they wash their hands before they eat food. Children enjoy playing outside in the fresh air and develop their physical skills on various pieces of large equipment.

p.3

Outcomes for children are inadequate

Children, including those who have special educational needs or disabilities, do not make enough progress due to poor quality teaching and planning. They are not sufficiently prepared for the next stage of learning, such as school. Children move confidently around the setting and independently access a suitable range of resources. For example, they explore with sand. Children are sociable and can work well with others.
