This provision is inadequate
Children's safety and welfare are at risk. Not all staff, including the lead person for safeguarding, have a secure understanding of all child protection matters and any emerging safeguarding issues. The provider has failed to ensure that all staff, including acting managers, are suitably experienced and capable to carry out their roles. The provider, who is also the manager, has failed to ensure that all staff have completed suitability and vetting checks including obtaining a Disclosure and Barring Service check. Children are left unsupervised with staff whose suitability has not been checked. This is contrary to the setting's safeguarding policy. Due to the recent staff turnover, children's key persons change frequently. This does not provide a consistent approach to their well-being or learning. Not all children make the progress of which they are capable. Staff do not maintain daily records of children's hours of attendance. Not all required

documentation is available for inspection. Self-evaluation is weak. Children do not have enough opportunities to understand what is available, particularly for their snacks. At times, staff interrupt play to move children to other activities. Parents do not receive accurate information about changes to staff or the nursery that affect their children's care and learning experiences.

It has the following strengths

p.3
Inspection activities
The inspector observed children's activities and their daily routines. The inspector spoke with the manager, children, parents and staff throughout the inspection. The inspector sampled a range of documents available including those relating to the safety checks and to safeguarding. The inspector checked the suitability of the manager and staff working with children. The inspector carried out a joint observation with the manager.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The provider, who is also the manager, has not ensured that all staff complete the required vetting processes and a Disclosure and Barring Service check including new staff with pre-existing suitability checks. Children are left unsupervised with adults who have not completed the required suitability checks including during children's intimate care routines. This places children at risk. The provider does not ensure all staff receive appropriate training and have sufficient knowledge of all child protection matters including any emerging safeguarding issues. As the designated safeguarding officer, the provider does not know the correct procedures to follow when reporting that a child may be at risk or with regard to any allegations made against staff. Moreover, the provider does not ensure all senior staff, in particular acting managers, meet all the requirements to carry out their roles. Staff do not maintain children's

attendance records as required. Not all required documentation is available for the inspection, for example records of serious incidents that have taken place. Leaders evaluate the provision and have met previous recommendations. They are aware of some weak areas, but have not identified all weaknesses or recognised where these are breaches of requirements. Some parents are not happy with recent arrangements for sharing information but, overall, they report that children are happy and make progress.
p.4
Quality of teaching, learning and assessment requires improvement
Overall, staff plan a suitable range of interesting activities and new experiences, indoors and outside, which children enjoy. Children develop communication and language skills well and learn to think for themselves. For example, staff read books with children, ask questions and hold meaningful discussions. However, some daily routines are not effectively organised to meet all children's needs. For example, not all children know when their snacks are available or, at times, are unable to finish an activity before staff call them to move on to the next one. Moreover, due to the recent staff turnover, the quality of teaching and monitoring of children's progress is too variable to meet all children's learning needs effectively.
p.4
Personal development, behaviour and welfare are inadequate
Children's welfare is not supported adequately due to the weaknesses in safeguarding. The key-person system is ineffective. Not all children have a consistent key person to support their well-being and learning. Nevertheless, children are settled and confident in the safe and friendly environment. Children are supervised appropriately, behave well and learn to respect others. They follow good hygiene routines, learn about the benefits of eating healthily and have opportunities to play outside every day.
p.4
Outcomes for children require improvement
Overall, children learn to be independent and develop the basic skills and attributes for going to school. For example, the oldest children learn how write and to recognise their names and numbers. However, not all children make good enough progress, as their needs and abilities are not met consistently, particularly during the recent staff changes.
