This provision is inadequate

 The childminder does not have a sufficient understanding of the legal requirements. This puts children's welfare at risk.  Not enough consideration is given to meeting children's individual care and learning needs. As a result, not all children thrive in the childminder's care.  The childminder does not follow sound procedures for administering medication. Some documentation is not available for inspection.  The childminder does not have a good enough understanding of how to observe and accurately assess children's learning. She does not plan effectively for children's future learning.  Systems have not been established to track any progress children make in their learning and development. The childminder does not identify any gaps in learning, which means that she does not put plans in place to address them. Children are not making sufficient progress.  The childminder's reviewing and monitoring of her provision are not effective in

ensuring that all the legal requirements are met.

p.1

It has the following strengths

 The childminder speaks to parents daily about their children's care. This means that children benefit from consistency in addressing their everyday needs. Parents comment that they are very happy with the service provided.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Due Date

 obtain written permission before administering medication to children 09/12/2016

p.2

Due Date

 consider the needs, interest and stage of development of each child to ensure that every child's learning and care is tailored to meet their individual needs 09/12/2016

p.2

Due Date

 ensure records are available and easily accessible for inspection, with specific reference to records of accidents, medication and attendance 09/12/2016

p.2

Due Date

 gain a greater understanding of the learning and development requirements and develop the skills and knowledge required to provide children with good quality teaching and learning experiences 13/01/2017

p.2

Due Date

 implement effective systems to observe, assess and monitor children's learning, including accurate assessment of children's starting points and use this information to plan challenging and interesting experiences that enable children to make at least good progress. 13/01/2017

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 develop more-effective processes to identify any weaknesses in the provision including breaches of requirements and take appropriate action to address them quickly.

p.2

Inspection activities

 The inspector observed children's play in the childminder's house.  The inspector observed the childminder's interaction with children and assessed the impact this has on children's learning.  The inspector spoke with the childminder and children at appropriate times throughout the inspection.  The inspector looked at a selection of documents.  The inspector carried out a joint evaluation of an activity with the childminder.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder does not promote children's welfare adequately. Procedures for administering medicine are not robust. This is because the childminder does not obtain the required written parental consent to administer medication. Some records are not available for inspection. For example, the childminder could not provide evidence to demonstrate she has maintained all of the required attendance, medication or accident records. The childminder demonstrates a suitable knowledge of the procedures to follow should she have any concerns about children. She has attended some training. However, this has not helped her raise the overall quality of teaching to a good enough level.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not establish children's starting points for learning when they join her. She makes some observations of children's play but does not use these effectively to make accurate assessments of children's ongoing achievements. Some assessments widely exaggerate the level of development children have reached. This means she does not have a clear picture of what children know and can do, in order to plan for their next steps in learning. Activities and experiences do not challenge and extend children's learning. The play environment is uninspiring and not enough choice is provided. For example, the same or very similar resources are put out for long periods of time. As a result, children are not motivated to learn. The childminder does not always interact well with children, in order to support their learning and their emotional security. Children are not given sufficient opportunities to learn new words or engage in conversation. This significantly hampers the

p.4

Personal development, behaviour and welfare are inadequate

The childminder does not give enough consideration to planning an appropriate environment to meet children's individual needs. For example, adult sized tables and chairs are used for small children. This means that children do not sit comfortably to eat or draw. Writing materials provided are uninviting. For example, the pencils provided are mostly blunt. Children are not always sufficiently occupied or stimulated and become unsettled at times. Some opportunities are provided for children to get fresh air and to develop their large-muscle skills. For example, children play in the childminder's garden or visit the local park.

p.4

Outcomes for children are inadequate

The quality of teaching is too weak to secure children's good progress, particularly in their language and communication development. Children are not supported in gaining confidence or extending their skills during their play. Gaps in children's development show little sign of closing because the childminder does not provide children with effective individual support. Children are not prepared well enough for their future learning at nursery or school.
