p.1

This provision is inadequate

 Systems to keep children safe in the nursery are not effective. Hazards have not been minimised. For example, adults walk children through the kitchen to the garden while cooking is in progress. This poses a risk to children's safety.  Leaders and managers do not have a good enough understanding of safeguarding procedures. They do not recognise poor staff practice or know when to report concerns. The provider has not responded appropriately to advice given by statutory agencies to ensure those working with children continue to be suitable.  The quality of teaching is weak. Adults do not make accurate assessments of what children know and can do already or plan appropriate and challenging activities to effectively support children in their learning.  Leaders and managers have not established systems to check the progress of individuals or different groups of children. They do not identify gaps in children's

learning to help them catch up with their friends.  The key person system is not effective. Staffing arrangements do not focus on meeting children's individual needs.  Leaders and managers do not have a clear picture of the strengths and weaknesses of the nursery. They have not addressed areas for improvement identified at the last inspection.

p.1

It has the following strengths

 Children enjoy healthy meals and snacks. They sit with staff and talk about their day.  Children enjoy being physically active in the garden playing with balls, hoops and balancing games.

Inspection activities

 The inspection was carried out following concerns raised about whether the provider was meeting safeguarding and welfare requirements.  The inspector observed children and adults in the pre-school and garden, mealtimes and the after-school club.  The inspector spoke with staff and children at appropriate times during the day and held a meeting with the manager.  The inspector carried out a joint observation with the manager.  The inspector spoke with parents and took account of their views.  The inspector looked at a range of documentation including children's learning records, policies and procedures and evidence of staff qualifications.

p.3

Effectiveness of the leadership and management is inadequate

Leaders and managers do not have a sufficient understanding of the safeguarding and welfare or the learning and development requirements of the early years foundation stage. Safeguarding is ineffective. Leaders and staff have not followed child protection procedures, when dealing with allegations against staff. Adults have failed to report initial concerns about staff conduct. Leaders have failed to report and monitor individuals to ensure all staff are suitable to work with children. This compromises children's safety and well-being. Staff supervision is not used effectively to monitor staff practice and improve the quality of care and teaching. Progress for individuals and different groups of children such as those learning English as an additional language is not monitored adequately. As a result, adults do not recognise when individuals and specific groups of children need extra support in their learning. Leaders do not have systems in place to reflect on what the

p.4

setting does well and what needs to improve. There has been very limited progress in improving the quality of the provision since the last inspection.

p.4

Quality of teaching, learning and assessment is inadequate

Adults do not understand their role in providing stimulating and challenging activities for children. They are beginning to gather information about what children know and can do but this is not linked to development that is typical for their age. This means that adults do not have realistic expectations of what children can do and what children can learn from activities. For example, artwork for older children is not tailored for their age and abilities. This does not help older children make good enough progress to prepare them for school. Adults help children to identify colours and numbers during activities but do not provide different opportunities for children to practise what they have learnt. For example, children in the pre-school are constantly moved from one room to another being asked to tidy away the toys. This affects children's concentration and their motivation to learn.

p.4

Personal development, behaviour and welfare are inadequate

Children's safety is not given sufficient priority. Adults working with the children do not show an awareness of how to identify potential risks to children. For example, they do not identify risk when hot food is cooking on the stove when they take children through the kitchen to access the garden. Adults teach children good manners. For example, during mealtimes children learn to serve themselves and say 'please' and 'thankyou'. The key person system is not effective. Adults do not form secure attachments with children or meet their individual needs. The daily routine of the pre-school does not provide children with a suitable range of choices in their play. For example, children quickly lose interest and become distracted as they throw toys around the room. This does not support their personal and emotional development. Older children behave well when they arrived at the nursery after school. They settle down to play games with their friends. Parents spoken

with during the inspection say they appreciate the fact that the setting is small, homely and they feel their children are happy.

p.4

Outcomes for children are inadequate

Adults do not make the best use of activities to help all children, including those who may need extra help, to make sufficient progress in their learning. Not all adults know how to observe and assess what children know and can do already. They do not plan appropriate activities to support children's learning. Staff do not have high enough expectations of what older children know and can do. This does not ensure children, including those who may need extra support are ready for the next stage in their learning or prepared well for school.
