This provision is inadequate

 The childminder does not have a secure knowledge and understanding of the early years foundation stage. Self-evaluation is weak. Not enough has been done to address previous actions or improve the quality of the provision to a good standard.  The childminder does not implement appropriate procedures for administering medication. She does not consistently inform parents of injuries that have occurred or the first-aid treatment given to their child while in her care. The childminder has not maintained an accurate record of children's attendance.  The childminder does not have robust supervision procedures to ensure her assistants are mentored and supported to improve their knowledge and skills and raise the quality of the provision.  The childminder does not have a secure understanding of the different areas of learning and how to plan activities that meet children's individual needs. She does not

encourage parents to be sufficiently involved in their child's learning at home. Children do not make the best possible progress in their learning and development.  The childminder does not have a secure understanding of when to implement the progress check for children aged between two and three years. Children who have speech and language difficulties have not had the assessment in a timely enough way to make sure they receive the intervention and support they need as soon as possible.  The childminder does not provide parents with all the required information about her setting.

p.1

It has the following strengths

 Children form appropriate attachments with the childminder. They are happy and relaxed in her care and go to her when they need comfort, help or reassurance.

p.1

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 develop a more thorough process of self-evaluation to help identify weaknesses and ways to improve the quality of practice.

p.2

Inspection activities

 The inspector viewed all areas of the home used for childminding and the toys and resources available. She observed activities and reviewed the quality of teaching.  The inspector looked at children's assessment records, planning documentation and a range of other documentation, including policies and procedures. She discussed the childminder's self-evaluation.  The inspector checked evidence of the childminder's qualifications and the suitability of all adults living and working on the premises.  The inspector carried out an evaluation of an activity with the childminder.  The inspector spoke to the childminder's assistant and the children at appropriate times during the inspection. She took account of the views of parents and carers.

p.3

Effectiveness of the leadership and management is inadequate

The childminder has carried out some evaluation of her practice. However, this has not been effective in identifying key weaknesses. Previous actions and recommendations have not been successfully addressed. The childminder has not developed a secure knowledge and understanding of how to successfully promote children's learning and development. Assessments are not robust and the childminder does not identify gaps in learning or monitor children's progress well enough. The arrangements for safeguarding are not effective. Not all information necessary for maintaining children's welfare and well-being is suitably recorded. The childminder has not kept an accurate record of the times and hours of children's attendance. It is unclear which children are in her care at any given time. The childminder does not ensure that parents are consistently informed of medication and the dosage that she administers when their child is in her care. She does not consistently

inform parents about injuries that have occurred and the first-aid treatment given to their child while in her care. This compromises children safety and well-being. The childminder has attended safeguarding training and is aware of the signs of abuse and the procedures to follow if she is concerned. However, she has not shared these with parents. The childminder has ensured that her assistants have attended appropriate training to administer first aid in an emergency. However, she does not complete any form of performance management with her assistants. This means the assistants are not supported effectively in their role to enable them to improve and develop their skills and knowledge.

p.4

Quality of teaching, learning and assessment is inadequate

Children's learning is not promoted effectively because the childminder has not developed a good enough understanding of the different ways in which children learn. She does not have a secure understanding of the different areas of learning or how to assess children's progress effectively. She does not plan activities or implement children's next steps well enough to ensure that they are consistently challenged and motivated to learn. This has a significant impact on the progress children make. The childminder has not recognised or addressed the need for children who have speech or language delay to practise and develop their speaking skills. Parents are not provided with an accurate picture of their child's progress. They are, therefore, not aware of the support their children need to achieve their full potential.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management compromise children's safety, welfare and well-being. Children are not supported to become successful learners because teaching is weak. The childminder has some awareness of the progress check for children aged between two and three years. However, she is not clear about importance of identifying gaps in children's development early enough to ensure those who have speech and language difficulties receive the right support. Children benefit from fresh air, which helps them to maintain a healthy lifestyle. They go on daily walks to collect older children from school and play in the childminder's garden to ensure they have regular exercise.

p.4

Outcomes for children are inadequate

Children do not make sufficient progress over time because their learning is not promoted well enough. Gaps in children's learning are not being identified or addressed to ensure that they make at least good progress. Children are not supported to gain a good level of speaking and listening skills. Nevertheless, children develop sound physical skills and are learning to be independent. For example, they learn to put their own coats on. However, overall, children are not prepared well enough for the next stage in their education.
