This provision is inadequate
The provider does not have an adequate knowledge of the procedure to follow to ensure that all committee members have their suitability checked by Ofsted. Not all committee members have had their suitability checked. The manager is not aware of her responsibilities under the Data Protection Act 1998. Although staff talk to parents about activities children have enjoyed, they do not support them as fully as possible to guide their children's learning at home.
p.1
It has the following strengths
The manager monitors staff's teaching practice by working alongside them. She gives good levels of supervision and identifies training to help improve knowledge and teaching skills. Staff share their good teaching practice with each other, which helps to maintain good standards. The quality of teaching is good. In particular, staff support children's communication and language development well. They ask children a good range of questions, helping them to learn to follow simple instructions and to develop their speaking skills. Children are confident and develop strong emotional attachments with staff. Staff know each child well and talk to them about their interests. Pictures of people that are special to children are displayed in the playroom. This helps to give children a sense of belonging.

Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning. The inspector completed a joint observation with the playgroup manager. The inspector held discussions with the playgroup manager. The inspector looked at relevant documentation, such as the playgroup's policies and procedures, training certificates and evidence of the suitability of staff working in the playgroup. The inspector spoke to a small selection of parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
Arrangements for safeguarding are not effective. The provider does not have a good enough knowledge of the procedures to follow to ensure that all committee members undergo suitability checks with Ofsted. This impacts negatively on children's safety because members of the committee have responsibility for recruitment and make decisions about the running of the playgroup. The manager does not follow the appropriate procedures to ensure that information about children that is held electronically is stored in accordance with legal requirements. However, staff have a good knowledge of the signs and symptoms of abuse and where to report any concerns they have about children's safety or welfare. The manager monitors the progress of individual and different groups of children's progress. She uses this information to help close any gaps in learning and to help her identify where improvements to the environment can be made.
p.3
Quality of teaching, learning and assessment is good
Staff have a good knowledge of each child's interests and how children learn. They use observations and assessments to help them identify what children need to learn next. Staff talk to parents about their children's interests. However, they do not give parents enough information and support to help them guide their children's learning as successfully as possible at home. Information is shared with other early years settings that children attend to support continuity in their learning. Staff allocate a leader for the day and this child is given responsibilities. For example, they help to cut up fruit for snack time, initiate songs at group times and bring in a book from home to share with their friends. This helps to raise children's self-esteem and confidence. Children develop their understanding of technology. Staff help them to select programs on the computer. Children thoroughly enjoy listening to and watching nursery rhymes being played.
p.3
Personal development, behaviour and welfare are inadequate
Children's welfare is not sufficiently assured because not all those in a position to influence the running of the playgroup have had their suitability checked. However, staff do support children effectively to build on their personal, social and emotional skills. For example, they teach children to behave very well. Staff give children appropriate praise and encouragement. This helps to raise their self-esteem. Children's physical skills are promoted well. Staff take children for walks in the community where they jump and splash in puddles. Children's health needs are met and staff provide them with a range of healthy snacks. Children are independent in taking care of their personal care needs. For example, they wash their hands prior to eating and clean their teeth after lunch.
p.3
Outcomes for children are good
Children are motivated to learn. All children, including those in receipt of funding, make good progress from their starting points. They demonstrate good social skills and greet other children and staff warmly when they arrive. Children learn to share and take turns. Children laugh with excitement as they develop their hand-to-eye coordination and pour water down a pipe, watching it fall into a bucket. Children learn key skills which help prepare them well for their move on to school.
