The childminder is in breach of some requirements of the Early Years Foundation Stage and the Childcare Register. Children are not safeguarded effectively and their welfare is at possible risk. The childminder lacks an up-to-date understanding of safeguarding matters to protect children from possible harm. She does not hold a current first aid qualification. The childminder does not keep accurate records of children's attendance as required. The childminder does not have a clear complaints procedure. She does not have a written safeguarding statement as required for the Childcare Register. Information about the childminder's procedures is not shared with parents to help make them aware of these. The childminder lacks understanding of the learning and development requirements. She does not provide activities that help children learn or monitor their progress to identify their next steps in learning. Children do not make the best possible progress.

p.2
Inspection activities
The inspector observed the childminder and children interacting together. The inspector looked at documents, such as confirmation of the childminder's insurance and children's records. The inspector questioned the childminder about her knowledge of safeguarding and children's development.
p.3
Effectiveness of the leadership and management is inadequate
The childminder has not improved her knowledge and understanding of early years practice to help her develop her skills and knowledge. For example, she lacks understanding of the learning and development requirements to help her provide children with good quality teaching and learning experiences. In addition, the childminder has not met an action set at her last inspection and still does not hold a first aid qualification as required. This puts children at risk. Safeguarding is ineffective. The childminder does not keep required records, including accurate times of children's arrival and departure. She has a poor knowledge of recent changes to safeguarding, including her duty to prevent children being drawn into situations which put them at significant risk of harm. However, the childminder does know the process to follow if she has concerns about the welfare of children.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder has a limited understanding of the areas of learning and does not understand how to carry out observations and assessments of children's progress. She does not use her knowledge of what children know and can do to effectively plan experiences that challenge and motivate them in their learning. The childminder does not monitor children's progress to identify any gaps in their development and to plan accurate next steps in learning. However, she does provide some appropriate interaction with children during play, such as talking to them about a toy aeroplane and linking it to their own experiences. The childminder takes children on outings in the local area. For example, they meet with other children at a local toddler group.
p.4
Personal development, behaviour and welfare are inadequate
Breaches in safeguarding have a detrimental effect on children's well-being and safety. The childminder does not provide parents with information about her policies and procedures, specifically the process to follow should they need to complain about her service. The childminder provides parents with some details about their children's daily activities to ensure continuity. She gains some information from parents about their children's experiences at other settings. However, she has not considered ways to build partnerships with other settings to help provide a more consistent approach to children's care and learning. The childminder is caring towards children. For example, they sit on her lap for a cuddle and smile at her during play.
p.4
Outcomes for children are inadequate
Children do not make sufficient progress to help prepare them for the next stage in learning. They do not develop independent skills. For example, during mealtimes the childminder feeds children who are capable of doing this for themselves. Activities are not matched to children's abilities to help challenge their learning and development, such as their thinking skills.
