This provision is inadequate
The childminder has made insufficient improvement since the last inspection. She has failed to respond to the actions raised and is in breach of requirements of the early years foundation stage and the Childcare Register. The childminder's knowledge and understanding of safeguarding matters are weak. She lacks awareness of all possible indicators that a child may be at risk of harm. She fails to record details of accidents, as required. Children's welfare is compromised. The childminder has insufficient knowledge and understanding of how to meet the learning and development requirements. She does not identify children's starting points or complete the required assessments to evaluate younger children's progress. She fails to identify all gaps in children's development or the next steps in their learning. The childminder does not tailor planned activities to build on what children already know and can do. Children do not gain the support they need to assist their

development, and very capable children are not sufficiently challenged. Children make inadequate progress in their learning and development. The childminder does not share relevant information with parents or children's nursery settings to ensure children receive consistent support in their learning. Self-evaluation is weak. The childminder does not identify weaknesses in her practice.

Inspection activities
The inspector observed the childminder's interactions with children during activities indoors and looked at the range of resources and equipment available. The inspector discussed the childminder's practice with her, including the impact of her teaching methods and her use of observation and assessment to support children's progress. The inspector also explored with the childminder how she evaluates the quality of her provision. The inspector sampled a range of documentation relating to safeguarding, the suitability checks of the childminder, and children's progress and well-being.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder is not familiar with all indicators that a child may be at risk of harm and is not alert to wider issues of concern in children's lives. Not all accidents are recorded. For example, the childminder does not record accidents resulting in minor injuries, such as grazed knees. The childminder does not reflect on her practice to improve outcomes for children. She fails to identify weaknesses in her provision. Although the childminder attended two workshops in 2014 that focused on the effective use of observation and planning, and supporting speech and language development, her practice has not improved. She fails to complete assessments of children's learning and has not provided parents with the required written summary report of children's progress between the age of two and three years.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder has insufficient knowledge of how to support children's learning and does not understand the typical stages of children's development. She has no suitable processes in place to help her complete assessments to effectively track children's progress. The childminder's observations of children's play focus mostly on identifying their levels of enjoyment in an activity. She identifies some gaps in children's learning but does not focus on their most pertinent needs, such as support in their communication and language development or readiness for further challenge. She engages older children in detailed conversations, but does not give enough attention to encouraging younger children's independent talking. The childminder joins in children's play and sometimes inspires their ideas. However, she does not recognise the potential for building on children's interest and curiosity to encourage their learning. The childminder does not tell

parents about children's activities and any progress they are making. The childminder does not share information with the nursery that children attend and cannot be sure that children receive consistent support between the settings.
p.4
Personal development, behaviour and welfare are inadequate
The childminder's poor safeguarding knowledge compromises children's welfare. She does not do enough to help children gain the skills they need to support their future learning. Although the childminder models politeness and children behave well overall, not all children are helped to express themselves and interact with others. Children's dietary and sleep needs, and arrangements for toilet training, are discussed and agreed with parents. Children have regular opportunities for outdoor play and physical exercise, such as in the park, the childminder's garden and at a soft play centre.
p.4
Outcomes for children are inadequate
Children do not achieve their potential. Not all children receive the support to acquire the language skills they need. Most-able children are not sufficiently challenged by the planned activities. For example, they do not progress beyond recognising basic shapes, and are provided with prepared templates to decorate when they are capable of developing their own creative ideas. Although children learn to dress themselves and manage their own toileting, overall they are not sufficiently prepared for starting school.
