This provision is inadequate

 Staff do not take reasonable steps to ensure children's safety at all times. This compromises children's welfare and well-being.  The manager, who is also the provider, does not ensure that all appropriate checks are completed on recruitment to ensure the suitability of staff.  The manager does not meet the requirements relating to staff qualifications. She does not ensure that all staff have the skills required to carry out their roles effectively.  The manager has not ensured that Ofsted is informed of all those who regularly care for the children.  The manager does not have all documents available for inspection as required.  Planning for children's learning is inadequate. Monitoring of children's progress is in its early stages and does not sufficiently inform planning. Indoor and outdoor spaces are not used effectively. Children do not benefit from their time at the setting and older children do not have effective opportunities to engage in age-appropriate play. Children

do not make typical progress.  Self-evaluation is weak. The manager has not identified breaches of the Early Years Register and the Childcare Register.

p.1

It has the following strengths

 Appropriate arrangements are in place to share information with schools and other settings that children attend.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure that staff take reasonable steps to ensure children are not exposed to risks 24/11/2016

p.2

Due Date

 complete all relevant checks to ensure staff suitability 24/11/2016  ensure that at least half of the staff, excluding the manager, hold at least a level 2 qualification and that all staff have the necessary skills to carry out their role competently 15/12/2016

p.2

Due Date

 improve understanding of the need to notify Ofsted of the persons working on the premises 24/11/2016

p.2

Due Date

 ensure that all records are accessible and available for persons who have a professional need to see them 24/11/2016

p.2

Due Date

 ensure all staff have a secure knowledge and understanding of the ages and stages of children's development and use this effectively to plan precisely for individual children's learning indoors and outdoors. 15/12/2016

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 improve the self-evaluation process to identify all areas of weaknesses, including breaches of legal requirements, and develop focused plans for improvement.

p.2

Inspection activities

 The inspector observed children and their interactions with the staff.  The inspector completed a joint observation with the manager.  The inspector viewed a sample of documents including children's learning records.  The inspector held discussions with the manager and staff as appropriate.  The inspector took account of the views of staff and children.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. On the day of the inspection, staff left the front door open and unattended for a short time. This put children at risk. Staff recruitment processes are not thorough. The manager does not obtain references for all staff to confirm their suitability. She has not informed Ofsted of all of those who care for the children, although she has ensured that they are vetted. Staff have a suitable and up-to-date understanding of child protection procedures and issues such as the risk of children being exposed to extreme views. The manager was unable to provide evidence of insurance cover for the vehicles in which children are transported. Self-evaluation is weak. The quality of the provision has deteriorated and most actions set in the previous inspection have not been met. The manager does not monitor staff performance effectively or support their continued professional development. There are not enough trained staff to meet the requirements of

p.3

Quality of teaching, learning and assessment is inadequate

Not all staff have the necessary knowledge and skills to deliver quality learning experiences to children. For example, they provided limited resources for children during a painting activity and did not challenge older children's learning well enough. Staff do not provide age-appropriate activities for all children. For example, at the inspection older children were put in the baby room where they only had access to resources suitable for babies. This did not help support older children's motivation and curiosity to explore as they found the resources mundane and lacking in challenge. Space is restricted for babies to move around freely and confidently as all children and staff share the same room despite alternative space being available. Staff introduce older children to numbers as they play. This helps support their mathematical development.

p.3

Personal development, behaviour and welfare are inadequate

Children's safety is not assured, as staff are not sufficiently vigilant about ensuring the premises are secure at all times. Staff do not make the best possible use of the learning environment to meet children's needs. For example, they do not use all areas outside to ensure children, especially those who learn best outdoors, enjoy ample space to take part in physical activities. Staff provide appropriate opportunities for children to learn about other cultures and traditions. They work in partnership with parents to help support children's emotional well-being and to support those learning English as an additional language. Staff support children to share and take turns during play.

p.3

Outcomes for children are inadequate

Children do not learn to concentrate on activities, as they do not find them interesting enough. Older children have limited opportunities to follow their interests in play. They do not learn to make choices, which does not help support their independent learning skills. Children do not make sufficient progress towards the next stages in their learning and are not prepared well for school.
