This provision is inadequate

 The quality of care and safety and security of children is compromised. The childminder cares for more children than permitted under the age of five years.  Children's safety is not ensured. The childminder does not identify or remove risks throughout her home. She is also not suitably vigilant with regard to dangerous choking hazards. The indoor space is cluttered and exits designated as escape routes are not kept free from obstruction.  The childminder does not obtain important information from parents to meet the needs of all children, this includes emergency contact numbers and medical information.  Children are inadequately safeguarded. The childminder has failed to notify Ofsted of an assistant intending to work directly with children. This means Ofsted have been unable to carry out the necessary checks on this person.  The childminder does not use information from the occasional observations she makes

to plan sufficiently challenging activities for individual children or assess the progress they make. Gaps in children's learning are not swiftly identified and their learning and development are not fully supported.  The childminder does not complete the required progress check for children aged between two and three years.

p.1

It has the following strengths

 The childminder praises and encourages children's achievements and efforts. As a result, children's confidence and self-esteem are promoted.

Inspection activities

 We carried out this inspection as a result of a risk assessment, following information we received about this provider.  The inspector observed the quality of teaching and assessed the impact this has on children's learning.  The inspector spoke to children and the childminder during the inspection.  The inspector viewed a range of documentation, including policies and procedures, children's records, risk assessments, observation assessment and planning records and suitability checks.  The inspector viewed the areas of the home used for childminding.

p.3

Effectiveness of the leadership and management is inadequate

The childminder lacks knowledge of statutory requirements. She does not adequately reflect on the quality of her provision or evaluate where improvements are necessary. Safeguarding is not effective. During the inspection the childminder was caring for more children than she is permitted under the age of five years. This means she cannot ensure the safety and well-being of all children. For example, as she changes a child's nappy, a young baby begins to crawl up the stairs. The childminder has some understanding of how to identify children who may be at risk of harm. However, she has not informed Ofsted of assistants intending to work with her. She has also not carried out the required checks to ensure the suitability of assistants intending to have unsupervised and direct access to children. The childminder demonstrates a lack of understanding about what constitutes a risk to children which puts them at significant risk of harm. For example, during the

inspection it was necessary for the inspector to remove items, such as batteries, sore throat remedies, razor blades and cosmetic products that were not safely stored out of children's reach. In addition, large amounts of clutter, such as bags, coats and shoes, block the exit in the event of a fire. The childminder also does not ensure that she obtains sufficient information from parents to ensure children's safety and well-being. For example, she does not know children's dates of birth, whether they have any pre-existing medical conditions or regularly take medication or their emergency contact details.

p.4

Quality of teaching, learning and assessment is inadequate

Although the childminder is qualified, she does not use her knowledge to support children's learning and development. Some observations of children's play are taken. However, the childminder does not use these to plan activities which challenge children and help them make progress in all areas of learning. Children are not sufficiently challenged because the childminder heavily relies on playgroups and structured day trips to stimulate and motivate their learning. For example, activities are not planned and, therefore, do not take into consideration children's individual needs and interests. The childminder also does not assess the progress that children make to identify and close any gaps in their learning and development. Furthermore, she does not complete the required progress check for children aged between two and three years. This means parents are not informed of their child's progress. However, parents are encouraged to share basic

information about what children can do and their likes and dislikes. The childminder shares warm relationships with children and supports their communication and language skills well. She questions children, values their contributions and introduces new vocabulary. This aids children to become confident and motivated to speak.

p.4

Personal development, behaviour and welfare are inadequate

Significant weaknesses in the childminder's practice have a negative effect on children's development and well-being. The childminder does not adequately supervise children and, at times, their emotional well-being is not supported. Older children are left unsupervised in rooms of the home which are unsafe. Despite this, the childminder follows children's home routines to promote some continuity of care. She gently encourages children to share and take turns. The childminder models good manners and children follow these. The childminder takes them to local toddler groups where they mix with other children. This helps to foster their social skills. Plentiful trips to places of interest, such as the local nature reserve, provide children with opportunities to exercise and develop their physical skills.

p.4

Outcomes for children are inadequate

Children do not make enough progress from their starting points because of the childminder's poor teaching skills. However, they enjoy socialising with others and are developing some skills to help them be prepared for school. Children are becoming increasingly independent as they learn to feed themselves, wash their hands and put on their coats. They develop an understanding of the natural world and enjoy exploring woodlands and parks.
