This provision is inadequate
The provider fails to ensure that all the requirements of the early years foundation stage and the Childcare Register are met. Some staff do not have a sufficient knowledge of the arrangements for safeguarding. They do not know how to identify or report concerns that a child may be at risk of harm. This compromises children's welfare. Staff serve food that is too hot for children to eat safely. Children's behaviour is not managed appropriately. Poor behaviour compromises children's safety and has a detrimental impact on their learning. Staff are not deployed effectively. They are frequently left alone to look after large groups of children and then struggle to meet their individual needs. The provider does not monitor staff practice. They fail to identify poor teaching and behaviour management and staff do not receive the support they need to improve their practice. Staff fail to plan and carry out suitably organised and challenging activities. Staff

interaction with children is poor. Children spend long periods of time waiting before they are permitted to move to the next activity. They become bored and their behaviour deteriorates. Children make inadequate progress in their learning.

Inspection activities
The inspector observed the quality of teaching and the impact on children's learning, during indoor and outdoor activities. The inspector completed a joint observation with the manager. The inspector spoke with the members of staff and children at appropriate times during the inspection and held a meeting with the manager. The inspector sampled various documents including planning, evidence of staff suitability to work with children, and a range of policies and procedures. The inspector spoke to some parents during the inspection and took account of their views.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. Not all staff have an adequate knowledge of the signs and symptoms that may indicate a child is at risk of harm. They are unfamiliar with the nursery's safeguarding procedures. The manager does not give sufficient consideration to the deployment of staff. Although ratio requirements are met, too often children in the different age groups are left in the care of one member of staff while others carry out routine tasks. This has a negative effect on the quality of children's play, the attention they receive from staff and how well behaviour is managed. The provider has failed to monitor the quality of provision and has not identified or addressed weaknesses. Staff do not receive effective coaching and targeted support to develop their teaching skills. Relationships with parents are friendly.
p.4
Quality of teaching, learning and assessment is inadequate
Staff do not know how to support children's learning and development effectively. They do not provide activities that challenge children or sustain their interest and engagement. For example, staff pour flour onto a table for children to explore but the lack of interaction from staff leads to children throwing it at each other. Behaviour deteriorates and children fail to learn anything beneficial from the activity. The choice of activities is limited and some children wander aimlessly with little to interest them. Staff use assessment to identify children's next steps in learning but do not use what they know about children's abilities and interests to plan activities that motivate children to learn. Babies have better play experiences. They explore a suitable range of resources and have their basic care needs met well.
p.4
Personal development, behaviour and welfare are inadequate
Staff do not provide a stimulating play environment for children. Children's behaviour deteriorates throughout the day and this compromises their safety. For example, children throw things around the room; they push each other and climb on furniture. Staff fail to manage these incidents of poor behaviour effectively. Children receive mixed messages about how they are expected to behave and do not learn to be kind to others. Children have daily access to an outside area where they have some physical play opportunities. Children eat healthy food. However, the cook and staff take insufficient care to ensure that meals served are of a suitable temperature for children to eat safely.
p.4
Outcomes for children are inadequate
Not all children make adequate progress in their learning due to weaknesses in teaching and behaviour management. Babies have some positive experiences, but older children do not engage in purposeful play or receive the support they need to assist their development. Children are not motivated to learn or challenged by the mundane activities. They do not gain the basic skills, such as independence and social skills, that they need to prepare them for their future move to school.
